About this opportunity

The City of Olathe, Kansas, through its Environmental Services Division, is soliciting proposals for comprehensive cleaning and disinfecting services for water and wastewater infrastructure tanks, towers, and basins under RFP-25-0102. The procurement targets contractors capable of performing routine and emergency cleaning services for water softening/clarification basins, water storage tanks, towers, wet wells, and chemical tanks at various municipal facilities. Key objectives include maintaining public health standards, preventing contamination, extending infrastructure lifespan, and ensuring compliance with EPA, OSHA, and AWWA regulations. The scope encompasses both standard cleaning operations and emergency response capabilities, with specific requirements for cleaning chemical tanks potentially containing substances like sodium hypochlorite, ferrous chloride, hydrochloric acid, and others. The evaluation criteria will weight vendor experience (35 points), personnel and equipment (35 points), response time (20 points), and fee proposal (10 points). A mandatory site visit is scheduled for September 4, 2025, from 9:00 AM to 11:00 AM at the Olathe Water Plant, with proposal submissions due September 19, 2025, by 10:00 AM CST. The contract will be for one-year renewable terms, with potential extensions up to five years and the first cleaning anticipated in October 2025.

The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. However, the cooperative purchasing form indicates potential for contract expansion to other municipal, county, public utility, hospital, and educational institutions within the Greater Kansas City Metropolitan Trade Area. Insurance requirements are comprehensive, mandating commercial general liability ($1M per occurrence), business auto insurance ($500K), workers' compensation, professional liability ($1M), and potentially cyber insurance ($1M) if accessing city networks. Emergency response capabilities are critical, with vendors required to mobilize and be on-site within four hours of initial contact. While no specific contract value is listed, the extensive scope of services—including routine and emergency cleaning across multiple facility types—suggests a significant potential contract value. The contract structure allows for vendor flexibility, with options to participate in cooperative purchasing and the ability to specify any minimum order requirements. Potential vendors must complete an affidavit verifying ethical standing, disclosing any potential conflicts of interest, and confirming no financial benefits to city employees would result from the contract award.
