About this opportunity
The City of Detroit Office of Contracting and Procurement on behalf of the Detroit Fire Department is requesting proposals for comprehensive inspection, cleaning, sanitization, repair, maintenance, and tracking services for departmental protective clothing and ensembles, with proposals due November 6, 2026 at 4:00 p.m. EST and a pre-proposal conference on October 22, 2026 at 2:00 p.m. EST via Microsoft Teams. The successful contractor must operate as a Verified Independent Service Provider (ISP) in accordance with NFPA 1850, 1851, 1855, and 1857.
Required services include advanced inspections, advanced cleaning, specialty cleaning (including CO2 cleaning for contaminated equipment), sanitization, garment repairs, inventory or service-history tracking, 24/7 emergency hotline support, pick-up and delivery across all fire stations with five-business-day turnaround, on-site quartermaster services, and loaner gear stock for incident response. The contractor must perform all services directly without third-party subcontracting, maintain backup ISP facilities, and provide staff training and continuing education. Weekly scheduled pick-up and delivery service is required, with the City's preference for Wednesday service.
The contract term spans three years with options for two additional one-year renewals, subject to Detroit City Council approval. Pricing shall remain fixed for the initial 36-month term. The price sheet identifies thirteen line items with estimated annual usage quantities ranging from 10 to 2,400 units for bunker coats and pants, including specialized repairs such as patching, zipper replacement, hole repair, and stitching. Penalties of 2 percent deduction apply to deliveries arriving after five calendar days, with an additional 1 percent deduction per day thereafter.
Respondents must demonstrate a minimum of five years of experience with similar projects, provide current third-party ISP verification certificates no older than two years, and submit at least two verifiable references. Evaluation criteria allocate 30 points for relevant experience, 20 points each for operational capacity, proposal strength, and record-keeping practices, and 10 points for pricing, with additional Detroit equalization credits available for qualifying local businesses. The City prioritizes hiring local residents and offers Priority Hire Agreement options for qualified respondents. Questions are due October 30, 2026. Proposals must remain firm for 120 days from the due date.
