About this file

This is a proposal instruction attachment from the City of Detroit Office of Contracting and Procurement (OCP) for a Request for Proposal (RFP) to provide comprehensive inspection, cleaning, sanitization, repair, maintenance, and tracking services for Detroit Fire Department protective clothing and ensembles. The services required include advanced inspections, advanced cleaning, specialty cleaning, sanitization, garment repairs, and inventory or service-history tracking, all performed in accordance with current editions of National Fire Protection Association (NFPA) standards, including NFPA 1850 and NFPA 1857. The successful contractor must operate and maintain a Verified Independent Service Provider (ISP) capable of meeting all specified requirements. The document specifies that respondents must provide a preliminary project schedule showing completion dates as part of their submission.

Respondents are required to submit proposals that remain firm for one hundred twenty (120) days from the due date and thereafter until withdrawal, contract execution, or procurement termination by the City, whichever occurs first. Proposals must include a statement confirming response to the RFP, a brief company description, evidence of required licenses or registrations, a commitment to perform work in accordance with RFP requirements, a solution and approach addressing the Statement of Work, and a technical approach describing procedures and fees. The proposal introduction and solution approach section is designed to enable the City to evaluate each firm's ability to identify, evaluate, and communicate while providing the requested services.
