Update #1 ·

The City of Sunnyvale is seeking services of a qualified general contractor for the construction of the new Clean Water Center building and Perimeter Wall project at the Sunnyvale Water Pollution Control Plant (WPCP) in a combined bid package that has started advertising in early October 2026. The Clean Water Center (CWC) is a new administrative, water quality laboratory, and maintenance building at the City's WPCP that has been designed to meet the U.S. Green Building Council LEED Gold rating requirements. The CWC will consist of an approximately 30,000 square foot, two-story building to replace the existing administration building that was originally constructed in the 1980s with various upgrades made throughout the years. The consolidated CWC facility will address key administrative, compliance, and operation and maintenance (O & M) functions while providing a more inspiring and productive working environment for staff. Additional project scope items include landscaping and site and roadway improvements within the WPCP, along Carl Road, and at the Recycle Yard. The project also involves site utility relocations, temporary facilities complex improvements to house staff during construction, and information technology (IT) and networking improvements. In the same bid package, the Perimeter Wall project includes around 2,300 linear feet of retaining wall that will connect to the recently built eastern Perimeter Wall to provide a comprehensive flood protection system around the WPCP site that is needed to keep the WPCP dry during 99% of coastal floods. This project will share a joint interest with Valley Water Regional Water Board who are addressing flood protection in the area and implementing area wide protection from future sea level rise. For the City of Sunnyvale, the project will also provide security benefits to the WPCP and groundwater intrusion barrier from surrounding high groundwater levels. The project also involves, security fencing on top of the new wall, hydrostatic flood gates, new utility installations, wall penetrations at certain locations for utilities, and provisions for rerouting public access to the Bay Trail during construction work
