About this opportunity

This is a Mini-RFP issued by the Oregon Department of Transportation (ODOT) on behalf of Clatsop County, Oregon for the development of a comprehensive Transportation System Plan (TSP) for unincorporated areas of Clatsop County outside urban growth boundaries. The procurement seeks proposals from ten pre-qualified consultants under the Transportation Land Use Planning 2021 (TLUP '21) Price Agreement series to prepare a transportation plan that will serve as the transportation element of the County's comprehensive plan in accordance with OAR 660-012-0000. The work encompasses all trails, bike paths, and roads within unincorporated communities including Arch Cape/Falcon Cove, Jeffers Garden, Knappa/Svensen, Miles Crossing, Westport, and Else/Jewell, including interconnectivity with incorporated cities and adjacent jurisdictions. Key deliverables include twelve technical memoranda addressing background plan and policy reviews, existing and forecasted system conditions, goals and objectives, solutions evaluation, financing programs, transportation standards, and implementing ordinances, along with extensive public involvement through Planning Advisory Committees, Technical Advisory Committees, community events, online open houses, and Planning Commission and Board of Commissioners hearings. Required qualifications include the presence of a Transportation Engineer or Planner on staff, and the evaluation process will score proposals based on project approach and understanding (maximum 70 points), project team and qualifications (maximum 30 points), and project samples and past performance (maximum 30 points), for a maximum proposal score of 130 points, with up to 100 additional points possible through interviews at Agency discretion. Proposals must be submitted via OregonBuys by May 15, 2026, with the work order contract anticipated to start July 1, 2026, and be completed by July 1, 2028, and notice of intent to award is estimated within five business days after scoring completion.

This procurement is restricted to only the ten pre-qualified Price Agreement holders listed in the solicitation, and no disadvantaged business enterprise (DBE) participation goal has been assigned to this work order; furthermore, DBE reporting and compliance requirements are currently suspended pursuant to the U.S. Department of Transportation's Interim Final Rule effective October 3, 2025. The project will be funded through Federal Highway Administration (FHWA) and Local Public Agency (LPA) funds, with the specific payment method to be determined by ODOT and potentially utilizing cost-plus fixed-fee arrangements (up to a maximum not-to-exceed amount), fixed price for all services, fixed price per deliverable, fixed price per milestone, time and materials (up to a maximum not-to-exceed amount), or price per unit methods. The sample statement of work indicates the consultant must utilize specified software including ArcGIS and Microsoft Teams, establish a Project Management Team, maintain a project website using Basecamp software, conduct monthly coordination calls, and prepare monthly progress reports. Proposers must comply with ODOT standards, maintain a Consultant Quality Plan, and employ a licensed transportation engineer or planner for technical reviews, with all documents meeting ADA accessibility requirements. While a specific budget range is not disclosed in the solicitation documents, the actual contract amount will be determined during negotiation and execution of the Work Order Contract, and a firm offer period of 180 days following the Bid Opening Date is required.
