About this opportunity
Valley Sanitary District is requesting proposals for a Classification and Total Compensation Study under RFP #2026-RFp-002, with proposals due October 2, 2026 at 4:00 p.m. and questions due September 14, 2026 at 4:00 p.m. The District will consider award on October 27, 2026.
The scope comprises six tasks: project initiation and employee engagement; review and updating of classification structure and job descriptions including FLSA exempt/non-exempt analysis; market analysis and total compensation benchmarking against comparable public agencies (base salary, benefits, retirement contributions, health insurance, leave benefits); internal equity evaluation and development of recommended classification and compensation structures with salary ranges and career progression opportunities; implementation strategy with fiscal impact analysis and multiple alternatives; and draft and final comprehensive reports with presentations to management and the Board of Directors. The Consultant must obtain employee input through position questionnaires, interviews, focus groups, job audits, or other recommended methods, with opportunities for employee review and comment on recommendations before finalization. All final deliverables—reports, job descriptions, salary schedules, survey data, calculations, and supporting materials—become District property and must be provided in both PDF and native editable formats (Microsoft Word and Excel).
Proposals are evaluated on understanding of project needs (20 points), technical approach and methodology (25 points), relevant qualifications and experience (20 points), project team qualifications (15 points), project schedule and deliverable capability (10 points), and cost and overall value (10 points). Proposers must demonstrate California licensing, provide a minimum of four client references from city, county, or special district governments for similar work within the last five years, and submit resumes of key personnel. Cost proposals must be submitted as a sealed, separate document presenting a lump-sum not-to-exceed fee broken down by task with hourly rates for all personnel. Pricing remains valid for 90 days from the proposal due date. The District reserves the right to negotiate with the selected proposer or proceed to the next qualified candidate if negotiations fail, and retains the right to cancel the RFP, reject any proposals, waive irregularities, or award multiple contracts. All submissions must be made electronically through the District's eProcurement Portal. The Professional Services Agreement requires comprehensive insurance coverage including Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per occurrence), Workers' Compensation, and Professional Liability ($1 million per claim and aggregate), with the District named as additional insured.
