About this file

This is a Scope of Work document for Valley Sanitary District (VSD), a California-based public agency, detailing requirements for a comprehensive Classification and Total Compensation Study to be conducted by a qualified human resources and compensation consulting firm. The project comprises six primary tasks designed to ensure the District's classification and compensation system achieves internal equity, external competitiveness, legal compliance, fiscal responsibility, and supports employee recruitment and retention. Task 1 involves project initiation and employee engagement through management meetings, employee input processes, and periodic updates. Task 2 requires review and updating of the District's classification structure and job descriptions, including FLSA exempt/non-exempt status analysis and development of new classifications where necessary. Task 3 encompasses market analysis and total compensation benchmarking against comparable public agencies, examining base salary, benefits, retirement contributions, health insurance, leave benefits, and special compensation elements. Task 4 focuses on internal equity evaluation and development of recommended classification and compensation structures, including salary ranges, career progression opportunities, and compensation philosophy recommendations. Task 5 requires development of an implementation strategy with fiscal impact analysis and multiple implementation alternatives. Task 6 calls for preparation of draft and final comprehensive reports, presentations to management and the Board of Directors, and recommendations for ongoing system maintenance.

The Scope of Work specifies that all final deliverables, including reports, job descriptions, salary schedules, survey data, calculations, and supporting materials, shall become property of Valley Sanitary District and must be provided in both PDF and native editable formats (Microsoft Word and Excel). The document does not specify pricing terms, contract duration, award dates, response deadlines, or funding sources. Employee input is to be obtained through position questionnaires, interviews, focus groups, job audits, or other consultant-recommended methods, with opportunities for employees to review and comment on classification recommendations affecting their positions before finalization. The deliverables collectively provide the District with comprehensive analysis and actionable recommendations to modernize and sustain its human resources classification and compensation practices.

SCOPE OF WORK

Project Purpose and Objectives Valley Sanitary District ("District" or "VSD") is seeking a qualified human resources and compensation consulting firm ("Consultant") to conduct a comprehensive Classification and Total Compensation Study. The analysis shall include, as appropriate, base salary; employer-paid benefits; retirement contributions; health benefits; leave benefits; certification and educational incentive pay; bilingual, standby, callback, shift, acting and other special compensation; and other significant compensation elements necessary to provide a meaningful total compensation comparison.

• Market survey results

• Base salary and total compensation analysis

• Supporting survey data

Task 4 – Internal Equity and Compensation Recommendations The Consultant shall evaluate internal salary relationships and recommend a classification and compensation structure that appropriately balances external market competitiveness and internal equity.

The analysis shall identify significant salary compression, compaction, inversion, or other internal equity concerns.

The Consultant shall recommend salary ranges and range assignments for District classifications; appropriate salary relationships and differentials; salary range/step structure, as applicable; treatment of benchmark and non-benchmark classifications; career progression opportunities; special compensation or incentive changes, where appropriate; and an appropriate compensation philosophy and market position for the District.

Deliverables:

• Internal equity analysis

• Recommended classification and compensation plan

• Recommended salary schedule

Task 5 – Implementation and Fiscal Impact The Consultant shall develop a practical implementation strategy for the recommended classification and compensation plan.

The Consultant shall calculate the estimated fiscal impact of the recommendations and provide implementation alternatives for District consideration.
