About this opportunity
The City of Edinburg's Department of Human Resources is seeking proposals for a comprehensive Classification and Compensation Study for non-civil service employees through RFP #2023-005 (Re-Bid). The project will encompass a detailed analysis of 230 full-time job titles (119 Exempt and 111 Non-Exempt) and 24 part-time job titles, totaling approximately 825 employees. Key deliverables include reviewing current job descriptions, evaluating classification structures, analyzing compensation practices, and developing recommendations for pay grades, salary ranges, and career progressions. The proposal submission deadline is March 7, 2023, at 3:00 pm, with an anticipated project start date of March 23, 2023, and completion date of August 3, 2023. Evaluation criteria for the contract award are points-based: Methodology and Time Frame (25 points), References (20 points), Proposal Clarity (15 points), Service Pricing (20 points), and Background/Experience (20 points). Respondents must submit comprehensive proposals detailing firm qualifications, project methodology, implementation timeline, references, and a detailed fee schedule.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The City seeks a consultant capable of not only conducting the initial study but also providing training and tools to systematically maintain the classification and compensation plan. While no incumbent vendor is identified, the study aims to ensure internal equity, competitive compensation, and alignment with comparable cities in the employment marketplace. The proposal allows for up to three cost options, suggesting flexibility in budgeting. Although a specific budget range is not explicitly stated, the comprehensive nature of the study covering 825 employees across multiple job classifications indicates a potentially significant contract value. The selected vendor will be required to maintain specific insurance coverages, including workers' compensation, comprehensive general liability, auto liability, and professional liability, with minimum coverage amounts ranging from $100,000 to $1,000,000 depending on the type of coverage.
