About this opportunity
The Colorado Department of Corrections is requesting proposals for two Class 7 Battery Electric Vehicles—a day cab tractor-trailer and a refrigerated box truck with lift gate—under RFP 2026000270, with proposals due July 17, 2026 by 4:00 PM MT and a virtual public opening on July 20, 2026.
This is a one-time purchase supporting Colorado's "Greening Government" initiatives and CDOC's food distribution logistics between correctional facilities, directly funded by an EPA Clean Heavy-Duty Vehicles Grant. No set-asides or incumbent contractor are identified. Bidders may propose both vehicles together or each individually.
The day cab tractor-trailer must deliver via dock or liftgate with a minimum 180-mile winter range at -20°F while pulling a loaded trailer and achieve a GVWR not exceeding 33,350 pounds. The refrigerated box truck requires a minimum 330 kWh usable battery capacity to achieve at least 180 miles at 20°F while operating the lift gate and refrigeration unit. Both vehicles must operate across Colorado weather conditions including severe winter environments, highways, and improved graveled roads. Required technical specifications include active liquid cooling and heating systems, CCS1 or NACS charging ports, air disc brakes with ABS and electronic stability control, and winter-ready heat pump packages. Warranty must cover 2 years unlimited miles basic, 5 years/150,000 miles drivetrain and battery, and 7 years cab and frame. Offerors must identify authorized service centers within 100 miles of Canon City equipped with EV-specific tooling and high-voltage certified technicians, confirm chassis production or build slot availability within 60 to 90 days post-execution via OEM documentation, and provide three customer references preferably from government or cold-chain logistics fleets.
Pricing is fixed-price, structured as Total Cost of Ownership over 10 years: Acquisition Price plus (150,000 miles × kWh/mile efficiency × $0.11/kWh) plus scheduled maintenance. Delivery is FOB Destination to CDOC Fleet Services at East Canon City Prison Complex with pre-delivery inspection at the vehicle's build site. Written inquiries closed June 26, 2026. Notice of intent to award is estimated for July 29, 2026, with contract execution anticipated by August 14, 2026. Proposals must remain firm for 180 calendar days from award. Contractors must register with BidNet Direct and comply with enhanced criminal background investigations before contract execution.
