About this opportunity

The Borough of Chambersburg in Franklin County, Pennsylvania, is seeking sealed proposals for a comprehensive Water Treatment Plant Clarifier Blowdown Upgrades project via the PennBid online system. The procurement involves extensive infrastructure improvements, including installing approximately 500 linear feet of 8-inch diameter HDPE pipe within existing plant drain piping, 110 linear feet of buried 8-inch diameter PVC pipe, two new manholes with frames and covers, and replacement of an existing buried gate valve. Key project deliverables include demolition and modifications to two clarifier valve pits, installation of magnetic flow meters, electric valve actuators, platforms, and ladder access, as well as electrical system upgrades. The project also requires demolition of an existing battery backup tower, reconnection to an existing transformer, and cleanout of the sedimentation lagoon by a licensed hauler. Sealed bids are due on February 10, 2026, at 10:00 AM, with a mandatory pre-bid meeting scheduled for January 22, 2026, at 1:30 PM at the Water Treatment Plant. Bidders must submit a 10% bid security and will be evaluated based on being the lowest responsive, responsible bidder, with substantial completion required within 180 calendar days and final completion within 210 calendar days after the Notice to Proceed.

The procurement does not specifically identify set-aside designations for disadvantaged enterprises, but it does include several important compliance requirements. Contractors and subcontractors must adhere to the Pennsylvania Steel Products Procurement Act, Public Works Employment Verification Act, Pennsylvania Human Relations Commission non-discrimination regulations, and comply with EPA and DEP environmental and safety regulations. The project is subject to Pennsylvania Prevailing Wage Act requirements, with wage rates established by the Pennsylvania Department of Labor and Industry. Liquidated damages are set at $1,000 per day for failing to achieve Substantial Completion and $500 per day for not completing remaining work by the final deadline. While a specific budget range is not explicitly stated, the comprehensive nature of the upgrades suggests a significant infrastructure investment. The bidding documents are available at no cost through the PennBid website, with a 0.33% fee (capped at $6,000) to be assessed only to the awarded contractor. The Borough reserves the right to reject any or all bids and to waive any defects or informalities in the bidding process.
