Clarifier Blowdown Upgrades – Bid Documents Summary
This is a set of bid documents and construction drawings prepared by GHD for the Borough of Chambersburg Water Treatment Plant Clarifier Blowdown Upgrades project located at 7659 Lincoln Way East, Fayetteville, PA 17222. The project scope encompasses installation of approximately 500 linear feet of 8-inch diameter HDPE pipe within existing plant drain piping (24", 30", and 36" diameter), approximately 110 linear feet of buried 8-inch diameter PVC pipe, two new manholes with frames and covers, modifications to an existing drain manhole, and replacement of an existing buried gate valve. Additional work includes demolition and modifications to two clarifier valve pits to accommodate new piping and valves, magnetic flow meters, electric valve actuators, platforms, ladder access, and electrical demolition and upgrades. The project also requires demolition of an existing battery backup tower with associated conduit and conductor removal in the operations room, reconnection to an existing transformer, cleanout of the existing sedimentation lagoon via the plant's licensed hauler, and complete lawn restoration. Sealed bids are due February 10, 2026, at 10:00 AM via the PennBid online system. Bid security of ten percent of the maximum bid price is required, along with performance and payment bonds each in the amount of 100 percent of the contract price and an anti-collusion affidavit.
The contract is subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania Department of Labor. The bid documents include comprehensive civil, structural, process, and electrical drawings with detailed specifications for site layout, piping installation, manhole construction, erosion and sediment control measures, and electrical system modifications. The project is located in Greene Township, Franklin County, Pennsylvania, within the Conococheague Creek watershed (Cold Water Fishes, Migratory Fishes classification). Utility notification is required through the Pennsylvania One Call System at 1-800-242-1776 or 811, with contacts provided for nine utility companies and municipal authorities in the area. The documents specify field verification requirements for existing infrastructure prior to construction and coordinate with approved equipment shop drawings for all piping and connections.

Soil Description
Approximate boundaries of the soil-mapping units are shown on the attached drawings; this information is obtained from the USDA NRCS online Web Soil Survey (http://websoilsurvey.nrcs.usda.gov/app/). The soils found within the project area are summarized in Table 1.
Table 1 Soils Summary
Soil limitation resolutions:
— Depth to saturated zone, slow percolation, and wetness/depth to water limitations will be addressed by use of a pumped water filter bag if necessary. Pumped water filter bags must be placed at least 50 feet from any stream banks in well-vegetated, flat areas.
— Easily erodible limitations limitations will be addressed by limiting the amount of soil that is exposed. All areas disturbed during construction will be stabilized as described in this plan.
— All buried concrete and steel will be designed to resist the corrosive environment.
— All footers and buried utility pipes will be below the frost line to address frost action limitations.
— To address poor source of topsoil limitatins, topsoil will not be taken from the areas with source limitations.
— Road fill limitation is not applicable to this project.
— Areas to be filled are to be cleared, grubbed, and stripped of topsoil to remove trees, vegetation, roots, and other objectionable material need to have appropriate E&S controls.
— All fills shall be compacted as required to reduce erosion, slippage, settlement, subsidence or other related problems. Fill intended to support buildings, structures and conduits, etc. shall be compacted in accordance with local requirements or codes.
— All earthen fills shall be placed in compacted layers not to exceed nine inches in thickness.
— Fill materials shall be free of frozen particles, brush, roots, sod, or other foreign or objectionable materials that would interfere with or prevent construction of satisfactory fills.
— Frozen materials or soft, mucky, or highly compressible materials shall not be incorporated into fills.
— Fill shall not be placed on saturated or frozen surfaces.
— Seeps or springs encountered during construction shall be handled in accordance with the standard and specification for subsurface drain or other approved method.
Standard Erosion and Sediment Control Plan Notes
1. A copy of the approved erosion and sediment control plan must be available at the project site at all times. The Franklin County Conservation District shall be notified of any changes to the approved plan prior to implementation of those changes. The District may require a written submittal of those changes for review and approval at its discretion.
2. Contractor is responsible for installation and maintenance of all erosion and sediment Best Management Practices (BMPs).
3. At no time shall construction vehicles be allowed to enter areas outside the limit of disturbance boundaries shown on the plan maps. These areas must be clearly marked and fenced off before clearing and grubbing operations begin.
4. Immediately upon discovering unforeseen circumstances posing the potential for accelerated erosion and/or sediment pollution, the operator shall implement appropriate best management practices to minimize the potential for accelerated erosion and sediment pollution and notify the Franklin County Conservation District.
5. All off-site waste and borrow areas must have an E&S Plan approved by the Franklin County Conservation District and E&S measures must be fully implemented prior to being activated.
6. Contractor is responsible for ensuring that any material brought on site is Clean Fill. Form FP-001 must be retained by the property owner for any fill material affected by a spill or release of a regulated substance by qualifying as Clean Fill due to analytical testing (See Clean Fill Requirements).
7. All pumping of sediment laden water shall be through a sediment control BMP, such as a pumped water filter bag or equivalent sediment removal facility, over undisturbed vegetated areas.
8. Sediment tracked onto any public roadway or sidewalk shall be returned to the construction site by the end of each workday and disposed in the manner described in this plan. In no case shall the sediment be washed, shovelled, or swept into any roadside ditch, storm sewer, or surface water.
9. All sediment removed from BMPs shall be disposed of within the limits of disturbance upslope of steep slopes, outside of floodplains or drainage swales, and immediately stabilized or removed from the site.
10. Excess soil must be removed from this site and hauled away immediately to an off-site disposal area having an approved erosion and sediment control plan.
11. Concrete wash water shall be handled in the manner described on the plan drawings. In no case shall it be allowed to enter any surface waters or groundwater systems.
12. All graded areas shall be permanently stabilized immediately upon reaching finished grade. Cut slopes in competent bedrock and rock fills need not be vegetated.
13. Failure to correctly install sediment control facilities or failure to prevent sediment laden runoff from leaving the construction site or failure to take corrective actions to immediately resolve failures of sediment control facilities may result in administrative, civil and/or criminal penalties being instituted by the Pennsylvania Department of Environmental Protection as defined in Section 602 of the Clean Streams Law of Pennsylvania. The Clean Streams Law provides for up to $10,000 per day in civil penalties, up to $10,000 in summary criminal penalties, and up to $25,000 in misdemeanor criminal penalties for each violation.
14. All building materials and wastes shall be removed from the site and recycled or disposed of in accordance with the Department's Solid Waste Management Regulations at 25 Pa. Code 260.1 et seq., 271.1., and 287.1 et seq. No building materials or wastes or unused building materials shall be
15. The contractor will be responsible for the removal of any excess material and make sure the site(s) receiving the excess has an approved and fully implemented erosion and sediment control plan that meets the conditions of Chapter 102 and/or other State or Federal regulations.
16. Contractor is required to have a Preparedness, Prevention, and Contingency (PPC) Plan for the project site. PPC Plan is to be developed and implemented in accordance with PA DEP requirements and is to be in place before construction is started.
Staging of Construction Activities
Erosion and sediment BMPs must be constructed, stabilized, and functional before site disturbance begins within the tributary areas of those BMPs.
All earth disturbance activities shall proceed in accordance with the following sequence. Each stage shall be completed and immediately stabilized before any following stage is initiated. Clearing, grubbing and topsoil stripping shall be limited only to those areas described in each stage. Any deviation from the following sequence must be approved in writing from the Franklin County Conservation District.
The construction sequence will generally be as follows:
1. At least 7 days before starting any earth disturbance activities (including clearing and grubbing), the owner and/or operator shall invite all contractors involved in those activities, the land owner, appropriate municipal officials, the E&S plan preparer, the licensed professional or designee responsible for oversight during construction of the infiltration facility, and a representative of the Franklin County Conservation District for an onsite pre-construction meeting.
2. Excess soil must be removed from this site. At the preconstruction meeting, the Contractor shall provide the Franklin County Conservation District with copies of the Erosion and Sediment Pollution Control Plan for the disposal site(s).
3. At least 3 days before starting any earth disturbance activities, all contractors involved in those activities shall notify the Pennsylvania One Call System Incorporated at 1-800-242-1776 or 811 for buried utilities locations.
4. Clearly field mark the limits of disturbance shown on plan drawings prior to the start of any earth moving activities.
5. Install rock construction entrance and all compost filter socks prior to beginning any earth moving activities. Initial clearing and grubbing should be limited to that which is necessary to install the proposed perimeter BMPs. E&S BMP's shall be implemented and maintained until the permanent stabilization is completed.
6. Prior to any earth moving activities, delineate the proposed underground detention/infiltration facility area and mark off with stakes or orange construction fence to protect this area from compaction.
7. Clear and grub area as necessary.
8. Install concrete washout if required.
9. Install new sludge blowdown piping and connection manhole.
10. Remove concrete washout if required during construction.
11. Complete all other remaining work shown on the drawings and specified in the project manual.
12. Final placement of topsoil, seeding, and mulching of all disturbed areas that are not paved.
13. Upon final completion of an earth disturbance activity or any stage or phase of an activity, all areas disturbed during construction and not paved shall immediately have topsoil restored, replaced, or amended, seeded, fertilized, mulched or otherwise permanently stabilized and protected from accelerated erosion and sedimentation according to the seeding and fertilizing section.
14. No more than 15,000 square feet of disturbed area, which is to be stabilized by vegetation, may reach final grade without being seeded and mulched.
15. Upon completion of all earth disturbance activities and permanent stabilization of all disturbed areas, the owner and/or operators shall contact the Franklin County Conservation District for an inspection prior to removal of the E&S BMPs.
16. After final site stabilization has been achieved, remove all temporary E&S BMPs. Cut open compost filter socks (spread and seed the compost from the filter socks). Areas disturbed during the removal of the E&S BMPs must be permanently stabilized immediately upon completion of the temporary E&S BMP removal activity. In order to ensure rapid vegetation of disturbed areas, such removal should be done only during the germinating season.
17. Upon completion of all earth disturbance activities, removal of all temporary BMPs, installation of all permanent PCSM BMPs, and permanent stabilization of all disturbed areas, the owner and/or operators shall contact the Franklin County Conservation District for a final inspection.
Stabilization Specifications
1. E&S BMPs are to be located and installed as shown on the drawings. E&S BMPs must remain functional as such until all areas tributary to them are permanently stabilized or until they are replaced by another BMP approved by the Franklin County Conservation District.
2. Upon temporary cessation of an earth disturbance activity or any stage or phase of an activity where a cessation of earth disturbance activities will exceed 4 days, the site shall be immediately seeded, mulched, or otherwise protected from accelerated erosion and sedimentation pending future earth disturbance activities.
3. Permanent stabilization is defined as a minimum uniform 70% perennial vegetative cover or other permanent non-vegetative cover with a density sufficient to resist accelerated surface erosion and subsurface characteristics sufficient to resist sliding and other movements.
4. Areas which are to be topsoiled shall be scarified to a minimum depth of 3 to 5 inches - 6 to 12 inches on compacted soils - prior to placement of topsoil. Areas to be vegetated shall have a minimum 4 inches of topsoil in place prior to seeding and mulching. Fill outslopes shall have a minimum of 2 inches of topsoil.
5. Topsoil should not be placed while the topsoil or subsoil is in a frozen or muddy condition, when the subsoil is excessively wet, or in a condition that may otherwise be detrimental to proper grading and seedbed preparation. Compacted soils should be scarified 6 to 12 inches along contour whenever possible prior to seeding.
6. Immediately after earth disturbance activities cease, the operator shall stabilize the disturbed areas. During non-germinating periods, mulch must be applied as described in this plan. Disturbed areas which are not at finished grade and which will be re-disturbed within 1 year must be stabilized in accordance with the temporary vegetative stabilization specifications. Disturbed areas which are at final grade or which will not be re-disturbed within 1 year must be stabilized in accordance with the permanent vegetative stabilization specifications.
7. Erosion control blanketing shall be installed on all slopes 3H:1V or steeper, disturbed areas within 50 feet of a surface water regardless of slope, on all areas of concentrated flows, and on all other disturbed areas specified on the plan maps and/or detail sheets.
Maintenance of the Erosion and Sedimentation Controls
The contractor shall be responsible for the ongoing maintenance of all erosion and sediment control facilities throughout the period of construction and until such time that the site is deemed permanently stabilized.
1. Until the site is stabilized, all erosion and sediment BMP's must be maintained properly. Maintenance must include inspections of all erosion and sediment control BMPs after each runoff event and on a weekly basis. All preventative and remedial maintenance work, including clean out, repair, replacement, regarding, reseeding, remulching, and renetting, must be performed immediately, If erosion and sediment control BMPs fail to perform as expected, replacement BMPs, or modifications of those installed will be required.
2. Any sediment removed from BMPs during construction will be returned to upland areas on site and incorporated into the site grading.
3. A log showing dates that E&S BMPs were inspected as well as any deficiencies found and the date they were corrected shall be maintained on the site and be made available to regulatory agency officials at the time of inspection.
Staging, Laydown, and Equipment Storage
Staging, laydown and equipment storage areas will be located where shown on the drawings. The Contractor is required to provide adequate erosion and sedimentation control for these areas.
Storage and Disposal Areas for Excess Excavated Material
The Owner's Water Treatment Facility shall not be used for storage of excess excavated material. All excess excavated material must be hauled off-site. Areas used for storage and disposal of excess excavated material will be determined by the contractor. The Contractor will be responsible for the removal of any excess material and, prior to the start of the project, must ensure that the site receiving the excess material has an approved erosion and sedimentation control plan that meets the conditions of Chapter 102 and/or other state and federal regulations and, if required by the size of the area, an NPDES permit for Stormwater Discharges Associated with Construction Activities. Prior to the start of the project, the Franklin County Conservation District is to be notified of the location of all soils removed from the project site
Recycling
Wherever possible, recycling of waste materials is preferred rather than disposal. The contractor shall ensure that mechanisms are in place to control waste materials. Construction wastes include, but are not limited to, excess soil materials, building materials, concrete wash water, sanitary wastes, etc. that could adversely impact water quality. The contractor shall remove from site, recycle or dispose of all building materials and wastes in accordance with PA DEP's Solid Waste Management regulations at 25 PA Code 260.1 et seq., 271.1 et. seq., and 287.1 et. seq. The contractor shall not illegally bury, dump, or discharge any building material or waste at the site.
Receiving Stream Name/Chapter 93 Classification
The project's receiving watercourse is Conococheague Creek, and the Chapter 93 classification is Cold Water Fishes, Migratory Fishes (CWF, MF). There is no Existing Use classification.
Seeding and Fertilizing
1. Temporary Seeding
Temporary seed is to be annual ryegrass with 95% purity, 85% germination, and 0.15% max weed seed. Seeding rate is to be 40 lbs/acre. Seeding dates March 15 to October 15.
2. Permanent Seeding
Seed mixture is per the Penn State “Erosion Control and Conservation Plantings on Noncropland.” The seed mixture shall consist of:
· Minimum seed lots are truly minimum, and seed lots to be used for revegatation purposes should equal or exceed these standards.
· PLS is the product of the percentage of pure seed times the percentage germination divided by 100. To determine the actual planting rate, divide the pounds PLS by the PLS percentage shown on the seed tag or calculated as previously discussed.
Seeding dates: March 15 to June 1 and August 1 to October 15. Ryegrass portion: March 15 to October 15.
After seeding, fertilizer and mulch have been applied, all slopes 3H:1V or greater shall have erosion control mat installed as per PennDOT Publication 408, Section 806.2(a)1: Erosion Control Mat-Organic Yarns.
3. Fertilizing and Liming
Commercial fertilizer conforming to the requirements of the Pennsylvania Soil Conditioner and Plant Growth Substance Law. Pulverized agricultural limestone conforming to the requirements of the Agricultural Liming Materials Act.
Temporary seeding fertilizer to be 10-10-10 analysis commercial fertilizer; fertilizer rate to be 500 lb/acre; agricultural limestone rate to be 1 ton/acre.
Permanent seeding fertilizer to be 10-20-20 analysis commercial fertilizer; fertilizer rate to be 1000 lb/acre; agricultural limestone rate to be 6 tons/acre.
4. Mulching
Mulch material, mulch binders, construction and maintenance will be in accordance with PennDOT Publication 408 Section 805 and with the PA DEP Erosion and Sediment Pollution Control Program Manual, dated March 2012. Mulch rate for hay and straw to be 3 tons/acre.
Straw and hay mulch are to be anchored or tackified immediately after application to prevent being windblown; anchoring may be done by “crimping” the straw or hay into the soil, stapling mulch control netting over the mulch or using recycled cellulose fiber binder. If “crimping” is used, slopes must be less than 3H:1V, and the machinery is to be operated on the contour. Straw mulch shall be applied in long strands, not chopped or finely broken. Mulch on slope of 8% or steeper should be held in place with netting. If mulch control netting is used, it is to be stapled according to the manufacturer's recommendations. Binder rate to be 160 lbs/1,000 sq. yd. for recycled cellulose binder.
Mulching without seeding is to be used as an interim stabilization control during non-growing seasons of the year.
5. Topsoil
A minimum of four (4) inches of topsoil shall be placed on all disturbed areas prior to seeding.
Clean Fill Requirements
All fill material is to meet the following DEP Clean Fill requirements:
1. Clean Fill is defined as: Uncontaminated, non-water soluble, non-decomposable, inert, solid material. The term includes soil, rock, stone, dredged material, and used asphalt, as well as brick, block, or concrete from construction and demolition activities that is separate from other waste and is recognizable as such. The term does not include materials placed in or on the waters of the Commonwealth, unless otherwise authorized. (The term “used asphalt” does not include milled asphalt or asphalt that has been processed for re-use.).
2. Any placement of clean fill that has been affected by a spill or release of a regulated substance must use form FP-001 to certify the origin of the fill material and the results of the analytical testing to qualify the material as clean fill. Form FP-001 must be retained by the owner of the property receiving the fill.
3. Environmental due diligence must be performed to determine if the fill materials associated with the project qualify as clean fill. Environmental due diligence is defined as: Investigative techniques, including, but not limited to, visual property inspections, electronic data base searches, review of property ownership, review of property use history, Sanborn maps, environmental questionnaires, transaction screens, analytical testing, environmental assessments, or audits. Analytical testing is not a required part of due diligence unless visual inspection and/or review of the past land use of the property indicates that the fill may have been subjected to a spill or release of a regulated substance. If the fill may have been affected by a spill or release of a regulated substance, it must be tested to determine if it qualifies as clean fill. Testing should be performed in accordance with Appendix A of the Department's policy “Management of Clean Fill.”
