About this opportunity

Dallas Independent School District is soliciting proposals from qualified civil engineering firms to provide professional civil engineering services on an as-needed basis, with proposals due July 22, 2026. The contract term is three years with two successive one-year renewal options, not to exceed five years total.

All work must be performed by or under the direct supervision of a licensed Professional Engineer registered in Texas. Deliverables encompass project planning and feasibility studies, site design and civil engineering for new construction and campus improvements, permitting and regulatory compliance, construction administration and observation, campus infrastructure assessment and capital planning support, and stormwater and environmental services. Specific deliverables include feasibility reports, civil design drawings at multiple design milestones through permit-set completion, engineer's opinions of probable construction costs, permit applications, bid documents, construction administration records, infrastructure condition assessments, and stormwater pollution prevention plans. The contractor must respond to District requests within two business days and provide detailed proposals within five business days of receiving written requests.

The District's aspirational small business enterprise goal is 30% of total dollar value for goods, services, and construction contracts. SBE participation is a significant evaluation factor, with up to 20 percentage points allocated across five categories: SBE Enhancements and Capacity Building (up to 3 points), SBE References (up to 2 points), Certified SBE Joint Venture or Prime Subcontractor Teaming Agreement (up to 5 points), Subcontractor Utilization (up to 5 points), and SBE Participation Plan (up to 5 points). Failure to complete, sign, date, and return SBE Compliance Guidelines and Forms results in a zero SBE score.

Work is performed across Dallas ISD's numerous campuses, administrative facilities, transportation centers, and support facilities throughout Dallas and surrounding areas. Evaluation criteria include purchase price, vendor reputation and past District relationships, quality of services, extent to which services meet District needs, total long-term cost, and principal place of business or employee count in Texas. The District will not award based on low price alone but on best overall value. Pricing must remain firm for a minimum of 120 days following receipt or opening. All proposals must be submitted electronically via the Bonfire portal at https://dallasisd.bonfirehub.com before the due date; manual sealed submissions are accepted at 9400 N Central Expressway, Suite 1510, Dallas, TX 75231.

Either party must provide written notice at least 30 days prior to contract expiration if renewal is not intended. The District reserves the right to award to single or multiple vendors and may assess a nominal administrative fee to interested school districts participating as riders on the resulting contract. All work products, reports, drawings, and documents become sole property of Dallas ISD upon delivery and payment. Vendors must comply with Texas Education Code requirements, equal opportunity employment provisions, Dallas ISD's visitor and contractor badging requirements, background check policies, and campus safety protocols. Required submissions include Form 1295 (Certificate of Interested Parties per Texas Government Code Section 2252.908), Conflict of Interest Questionnaire, and W9 form.
