About this file
This is a Scope of Work document for civil engineering services issued by the Dallas Independent School District (Dallas ISD), one of the largest urban school districts in Texas. The District seeks qualified civil engineering firms to provide comprehensive professional services on an as-needed basis across its numerous campuses and facilities. Services encompass project planning and feasibility studies, site design and civil engineering for new construction and campus improvements, permitting and regulatory compliance, construction administration and observation, campus infrastructure assessment and capital planning support, and stormwater and environmental services. Deliverables include feasibility reports, civil design drawings at multiple design milestones (predesign through permit set completion), engineer's opinions of probable construction costs, permit applications, bid documents, construction administration records, infrastructure condition assessments, and stormwater pollution prevention plans. All work must be performed by or under the direct supervision of a licensed Professional Engineer registered in Texas, with a dedicated Project Manager assigned as the primary District contact. The Contractor must respond to District requests within two business days and provide detailed proposals within five business days of receiving written requests.
The contract term is three years with two successive one-year extension options, not to exceed five years total, contingent upon the District's long-range needs and mutual consent of both parties. Either party must provide thirty days' written notice prior to contract expiration if renewal is not intended. The Contractor shall maintain all required licenses, certifications, and insurance coverage throughout the contract term, including Commercial General Liability, Professional Liability, Automobile Liability, and Workers' Compensation insurance. All work products, reports, drawings, and documents become the sole property of Dallas ISD upon delivery and payment. The Contractor must comply with Texas Education Code requirements, equal opportunity employment requirements, and Dallas ISD's Small Business Enterprises participation program. All personnel must comply with Dallas ISD's visitor and contractor badging requirements, background check policies, and campus safety protocols. Specific pricing terms, set-asides, or funding sources are not detailed in this Scope of Work document.
