About this opportunity
Mt. San Antonio College is seeking civil engineering design services through a Request for Qualifications (RFQ #2026-011) for an on-call professional consulting arrangement covering the period from November 2025 through October 2030, with potential four one-year extensions. The procurement aims to establish a pool of qualified consultants to provide comprehensive civil engineering design services for new construction, renovation, and utility infrastructure projects, with individual project assignments typically not exceeding $220,000. Consultants must submit electronic proposals via OpenGov by October 3, 2025, following a mandatory pre-proposal meeting held on September 17, 2025. The evaluation process will involve a three-stage review focusing on seven key criteria: company information, business experience, references, staffing, pricing, budget management, and project labor agreement experience. Proposals will be scored across these categories with point weights ranging from 10-25%, with the college intending to create an on-call list of qualified consultants and potentially awarding multiple contracts within the civil engineering discipline.
The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Consultants will be required to execute a Master Services Agreement, with work assigned through individual Project Assignment Agreements, and no minimum work volume is guaranteed. The college reserves the right to apportion requirements among multiple consultants based on its best interests. Contractors must comply with prevailing wage regulations, Department of Industrial Relations requirements, and potentially adhere to a Community Workforce Agreement. While specific budget ranges are not definitively stated, the contract structure suggests a potential cumulative value across multiple project assignments. Consultants will need to maintain comprehensive insurance coverage, including workers' compensation, commercial general liability, automobile liability, and professional liability, with specific minimum coverage amounts detailed in the agreement documentation.
