About this file
This is a Project Assignment Agreement template from Mt. San Antonio Community College District located in Walnut, Los Angeles County, California, for professional consulting services related to civil engineering design projects. The agreement establishes an on-call consulting arrangement whereby the District will assign specific projects to qualified consultants on an as-needed basis. Individual project assignments are typically estimated not to exceed $220,000 per project. The contract period runs from November 2025 through October 2030, with potential for four additional one-year extensions. Consultants must submit electronic proposals via OpenGov by October 3, 2025, following a mandatory pre-proposal meeting on September 17, 2025. The evaluation process involves a three-stage review based on seven key criteria including company information, business experience, references, staffing, pricing, budget management, and project labor agreement experience. The District intends to establish an on-call list of qualified consultants and may award multiple contracts within the civil engineering discipline.
Consultants are compensated based on the contract price specified in each individual Project Assignment Agreement, with payment subject to adjustments as outlined in contract documents. Consultants are responsible for all hiring, firing, payroll taxes, workers' compensation, and benefits for non-employee contractors, and will not receive employee benefits from the District. The agreement requires compliance with prevailing wage regulations, Department of Industrial Relations registration requirements, and potentially the Community Workforce Agreement between the District and the Los Angeles/Orange Counties Building and Construction Trades Council. Performance and payment bonds equal to 100 percent of the contract price are required prior to commencement of work. Consultants must maintain comprehensive insurance coverage including workers' compensation, commercial general liability, automobile liability, and professional liability, with specific minimum coverage amounts detailed in supporting documentation. No minimum work volume is guaranteed, and the District reserves the right to apportion requirements among multiple consultants based on its best interests.
