About this opportunity

The Berlin Public Building Commission is requesting proposals for civil engineering design and construction administration services for replacing six bridges at Timberlin Golf Course, with proposals due July 23, 2026 at 2:00 p.m., and questions due July 6, 2026.

The scope spans preliminary design (lump-sum pricing for all six bridges), permitting (lump-sum for all six), and subsequent per-bridge final design, bid-package preparation, construction administration, part-time construction inspection, and as-built surveys. The existing timber bridges, installed in the 1980s with spans of approximately 16 to 21 feet, will be replaced with reinforced concrete systems. Bridges 1, 2, 3, and 6 require H-5 loading design; bridges 3 and 7 require H-20 loading. Hydrologic and hydraulic analyses must focus on designing bridges to minimize flooding and comply with permitting agency requirements, not comprehensive watershed analysis. The PBC anticipates phased funding over several years and may bundle two to four bridges into single projects; proposers are encouraged to provide supplemental cost information demonstrating efficiencies for 2-, 3-, or 4-bridge approaches, submitted separately from the required per-bridge pricing table.

Eligible proposers must demonstrate three years of relevant experience in Connecticut, hold proper state licensure, maintain documented internal controls and business continuity plans, and show no arrears or defaults with the Town. Professional liability insurance of not less than $1 million, comprehensive general liability of $1 million per occurrence, and worker's compensation coverage are required; the Town must be named as additional insured. Proposals must include three references, certificates of insurance, and a W-9 form, submitted electronically through the Town's OpenGov Procurement portal.

Award will be based on experience, references, service capability, past performance, and cost, with price as an important but not sole determinant. The anticipated contract start is summer 2026; agreement period is negotiable. The Town is exempt from federal excise taxes and Connecticut sales and use taxes, which must not be included in pricing.

Opportunity text

The Berlin Public Building Commission (PBC) is assisting the Timberlin Golf Course in designing and replacing the six selected bridges. The PBC recognizes that funding may be phased over several years, so the pricing table reflects a per bridge approach after Preliminary Design. However, it is possible that the individual projects may be bundled, in which several bridges proceed to permitting, final design, and bidding/construction as one project.

With that in mind, proposers are encouraged to provide additional cost information reflecting a 2, 3 or 4-bridge approach after Preliminary Design, in which there should be cost efficiencies in handling multiple bridges as a single project. This information can be provided within the proposal, separate from the pricing table. The PBC's approach to steps up to and including Preliminary Design is to complete these for all six (6) bridges. It should also be noted that hydrologic and hydraulic analyses should be focused on designing the bridges to minimize flooding and complying with permitting agency requirements - the PBC is not requesting a comprehensive watershed analysis of the golf course itself.
