About this file
This is a Request for Proposal (RFP) issued by the Town of Berlin Public Building Commission seeking civil engineering design and construction administration services for the replacement of six bridges at Timberlin Golf Course in Connecticut. The RFP requests comprehensive services including preliminary engineering investigation, final design and permitting, bidding support, and construction administration for bridges numbered 1, 2, 3, 6, 7, and 8, which were installed in the 1980s and consist of wooden decks supported by wooden spans. The existing timber bridges, with spans ranging from approximately 16 to 21 feet, will be replaced with reinforced concrete systems designed to support golf carts and maintenance vehicles using H-5 loading for bridges 1, 2, 3, and 6, and H-20 loading for bridges 3 and 7. The deadline for submitting questions is July 16, 2026 at 2:00 p.m., with proposals due electronically through the Town's OpenGov Procurement portal on July 23, 2026 at 2:00 p.m. The anticipated contract start date is summer 2026, with the agreement period subject to negotiation between the parties. The Town reserves the right to cancel the contract at any time and may execute the bridge replacements individually or bundled in multiple phases, with the PBC initially planning to replace bridges 3 and 7 simultaneously in the first phase.
Pricing is structured using lump-sum amounts for pre-design investigative services, preliminary design plans and Engineer's Opinion of Probable Construction Cost for all six bridges, and permitting for all six bridges, with per-bridge pricing for final design documents, bid packages, construction administration services, part-time construction inspection, and as-built surveys. Proposers are encouraged to submit supplemental pricing demonstrating cost efficiencies for bundled 2-, 3-, or 4-bridge approaches outside the required electronic pricing table. Eligible proposers must demonstrate five years of relevant experience in Connecticut within the past five years, a proven track record with similarly sized municipal governments preferably in Connecticut, proper state licensure, documented internal controls, and a business continuity plan, with no arrears or defaults to the Town. Professional liability insurance of not less than $1 million, comprehensive general liability of $1 million per occurrence, worker's compensation coverage, and an umbrella liability policy of not less than $1 million are required, with the Town named as additional insured. Proposals must include firm information, experience summaries, qualifications of assigned personnel, a detailed work plan, three business references with contact information, a Certificate of Insurance, and a completed W-9 form. Award will be based on experience, qualifications, references, service capability, past performance, and cost considerations, with price being an important but not the sole determining factor. The Town is exempt from federal excise taxes and Connecticut sales and use taxes, which must not be included in pricing.
