About this opportunity

The District of Columbia Department of Transportation (DDOT), through the Office of Contracting and Procurement, is issuing a Request for Qualifications (RFQ) to procure construction management services for the Citywide Pavement Markings Restoration Project. The selected consultant will provide comprehensive oversight of pavement marking restoration activities, including assessment of contractor compliance with District rules and regulations, maintenance of detailed contract records, and preparation of work orders. Key deliverables include daily inspection reports, construction estimates, as-built drawings, safety reports, and documentation of all project-related correspondence and activities. The consultant will be required to accompany DDOT's Contract Administrator to verify work scopes and project limits before work order issuance, with services potentially assigned on an emergency or as-needed basis. Qualified firms must demonstrate expertise in construction management, with specific personnel requirements including a Resident Engineer, Office Engineer, and Civil Inspectors. The RFQ was posted on October 23, 2023, with proposals due by November 23, 2023, and the contract will have an initial one-year base period with four potential one-year option periods, totaling a possible five-year engagement.

The procurement includes a significant Disadvantaged Business Enterprise (DBE) component, with a 22% subcontracting goal for the federally funded project. Proposed key personnel must meet specific certification requirements, including potential ATSSA pavement marking technician certification. The contract will utilize negotiated pricing at the task order level, potentially employing various compensation methods such as lump sum, cost-plus fixed fee, or specific rates of compensation. While no specific incumbent vendor is mentioned, the District will conduct ongoing reviews of the consultant's accounting system and indirect cost rate proposals to ensure compliance with federal regulations. Although a specific budget range is not explicitly stated, the contract's open-market nature and potential five-year duration suggest a substantial procurement opportunity for qualified construction management firms with expertise in infrastructure restoration and municipal transportation projects.
