About this opportunity

The City of Ocala has issued Invitation to Bid (ITB# FAC/250552) for Citywide Painting Services, seeking experienced contractors to provide comprehensive commercial interior and exterior painting services for various municipal facilities. The procurement requires contractors to furnish all labor, tools, equipment, transportation, utilities, and materials for painting projects, with the city intending to award contracts to multiple service providers. Qualified bidders must have a minimum of five years of commercial painting experience in Florida, including completion of at least five commercial painting jobs within the past five years. The initial contract term is two years, with two optional one-year renewal terms, and pricing will be established on a unit price basis per square footage. Contractors must submit a complete price proposal, bidding on all line items, with award going to the lowest responsible bidder meeting all specified requirements. The proposal is due on April 22, 2025, with the opportunity originally posted on May 1, 2025. Evaluation criteria will include pricing, experience, and ability to meet the comprehensive scope of work outlined in Exhibit A.

The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged business enterprises. Contractors must provide comprehensive insurance coverage, including $1,000,000 in commercial general liability and automotive liability, and comply with background check requirements. The City of Ocala will provide paint and facility access, while contractors are responsible for surface preparation, paint application, cleanup, safety precautions, and providing a one-year labor warranty against operational failures. Price increases during contract renewals are limited to 3% annually, based on the Consumer Price Index (CPI-U), and must be justified and submitted at least 90 days before the current term's end. While specific budget ranges are not detailed, the unit price-based contract suggests flexibility in project scope and potential spending. Contractors should note that pricing increases will be subject to negotiation and approval by the City, with any adjustments carefully reviewed to ensure fair and reasonable costs.
