About this opportunity
The City of Long Beach is procuring on-call comprehensive labor compliance monitoring services under RFP FM-24-494, with a Notice of Intent to Award issued April 9, 2025, naming 11 selected vendors. Proposals were due January 16, 2025.
The City operates a bench of multiple qualified contractors rather than single-award, with services delivered on an as-needed basis for local, state, and federally funded projects. Scope includes certified payroll monitoring, prevailing wage verification (Davis-Bacon, California Labor Code § 1770, HUD Section 3), on-site inspections, employee interviews, apprenticeship and local-hire compliance monitoring, and project closeout services. Awardees must use the City's LCPtracker software for prevailing wage monitoring and calculate underpayments per California Labor Code. Staff need not work onsite but must be available within one hour for in-person meetings and site visits. Minimum qualifications require no federal, state, or local debarment; prior experience providing labor compliance support to a government agency; and a current City of Long Beach business license.
The total annual aggregate contract amount does not exceed $1.65 million for a two-year initial period with options to renew for three additional one-year periods at the City Manager's discretion. Compensation is structured as hourly rates (fully burdened, including overhead and profit) with project-specific not-to-exceed fees negotiated upon assignment. Billing requires one full month of services (first through end of month) with Net 30 payment terms. Pricing shall include normal office costs, local travel, and mileage reimbursement based on current IRS standard mileage guidelines.
Evaluation weighted qualifications and experience at 30 percent, proposed staffing and project organization at 30 percent, communications and reporting ability at 20 percent, and reasonableness of cost at 20 percent. Local preference credits of 5 percent for home-based businesses and 10 percent for brick-and-mortar businesses apply upon request and proof of current City business licensing. Compliance with the Long Beach Equal Benefits Ordinance (Long Beach Municipal Code § 2.73 et seq.) applies to contracts valued at $100,000 or more.
The 11 awarded vendors are ABBA Project Management, Casamar Group LLC, Cumming Management Group Inc, Gafcon PM-CM LLC, GCAP Services Inc, Michael Baker International Inc, MNS Engineers Inc, Padilla & Associates Inc, Petteway Management Group, TSG Enterprises Inc, and Willdan Engineering. The City's current bench includes nine incumbent firms: Alliant Consulting, Comprehensive Housing Services Inc., GCAP Services Inc., Michael Baker International, Pacifica Services Inc., Padilla and Associates Inc., Perceptive Enterprises Inc., Silveira Consulting, and Wildan Engineering Inc.
