About this file
This is Addendum No. 2 to RFP No. FM-24-494 issued by the City of Long Beach Department of Financial Management on December 5, 2024, providing clarifications and answers to proposer questions regarding Citywide Labor Compliance Consulting Services. The RFP seeks qualified consulting firms to provide labor compliance monitoring services including certified payroll monitoring, prevailing wage verification, on-site inspections, employee interviews, HUD Section 3 monitoring, Davis Bacon compliance, and project closeout services. The City operates a bench of multiple qualified contractors rather than single-award contracts, with services to be delivered on an as-needed basis for various city projects. Staff are not required to work onsite but must be available within one hour for in-person meetings and project site visits as requested. Timeline adjustments will be announced via addendum on the Long Beach Buys portal. The total annual aggregate contract amount does not exceed $1,650,000 for a two-year initial period with the option to renew for three additional one-year periods at the City Manager's discretion.
The City maintains a current bench of nine incumbent firms providing labor compliance services: Alliant Consulting, Comprehensive Housing Services Inc., GCAP Services Inc., Michael Baker International, Pacifica Services Inc., Padilla and Associates Inc., Perceptive Enterprises Inc., Silveira Consulting, and Wildan Engineering Inc. Proposers must submit acknowledgment of all addenda with their proposals and provide a City of Long Beach Business license upon award. The City provides LCPtracker software for prevailing wage monitoring and will pre-setup assigned projects within the system. Consultants must calculate underpayments per California Labor Code and follow current HUD Section 3 regulations. Billing requires one full month of services (first through end of month) with Net 30 payment terms. The City will advise consultants within one week of proposal receipt regarding selection status. No specific interview frequency, forms, or certification requirements are mandated, but consultants must ensure workers receive prevailing wages in accordance with applicable state and federal guidelines.
