This file consists of a Notice of Intent to Award and supporting evaluation memorandum from the City of Long Beach regarding RFP FM-24-494 for Citywide Labor Compliance Consulting Services. The RFP was released on October 28, 2024, with a proposal submission deadline of January 16, 2025. The City received 21 responsive proposals and selected a selection committee to evaluate them based on organizational capacity and experience, proposed staffing and project organization, communications and reporting capabilities, and reasonableness of cost. Of the 21 respondents, 12 vendors were shortlisted and invited to participate in oral interviews consisting of a 20-minute sample pre-construction meeting followed by 10 minutes of interview questions. The oral evaluation criteria included clear understanding of federal and state prevailing wage requirements, presentation quality of the pre-construction meeting, and oral communication and interpersonal skills. The City issued the Notice of Intent to Award on April 9, 2025, selecting 11 vendors: ABBA Project Management, Casamar Group LLC, Cumming Management Group Inc, Gafcon PM-CM LLC, GCAP Services Inc, Michael Baker International Inc, MNS Engineers Inc, Padilla & Associates Inc, Petteway Management Group, TSG Enterprises Inc, and Willdan Engineering. Work shall not commence until awarded vendors receive and execute a signed purchase order.

The evaluation process combined written proposal scores and oral interview scores to determine final selections. Among the 12 vendors invited to oral interviews, written proposal scores ranged from 95% (Willdan Engineering and Petteway Management Group) to 54% (Comprehensive Housing Services Inc), while oral interview scores ranged from 85% (Cumming Management Group Inc) to 54% (Comprehensive Housing Services Inc). All 11 awarded vendors demonstrated satisfactory performance across both evaluation phases. One vendor, Comprehensive Housing Services Inc, was not awarded despite participation in both evaluation stages. The solicitation targeted on-call comprehensive monitoring services in support of the City's Labor Compliance programs, with vendors expected to provide expertise in federal and state labor law compliance, prevailing wage requirements, and coordination with City staff and contractors. Specific pricing and contract term details are not disclosed in this award notification; those terms will be established in individual purchase orders issued to each selected vendor.
