About this opportunity

The City of Tallahassee, Florida, located in Leon County, is issuing a Request for Statement of Qualifications (RFSQ-042-26-CC) to procure multiple qualified electrical contractors to provide citywide electrical services on an as-needed basis. The procurement seeks Master Electrician Contractors licensed by the State of Florida to provide installation, repair, maintenance, and emergency response services at various municipal facilities. Qualified respondents must have been engaged in electrical services in Florida for a minimum of five consecutive years, maintain at least two licensed journeyman electricians with five years of commercial experience, and have completed at least one government contract within the past five years. Applicants must demonstrate technical qualifications through an executive summary, detailed company experience and past performance documentation, a minimum of three client references with at least one from a governmental entity, complete personnel and licensing information, and various certifications and representations including drug-free workplace compliance and non-collusion affidavits. The evaluation will be based on a 100-point scoring system comprising: executive summary (25 points), company experience and past performance (30 points), client references (15 points), and personnel licenses and certifications (25 points), with an additional five-point local vendor preference available. Labor rates for various classifications of electrical personnel will be submitted on Form 12 for both regular business hours (8:00 a.m. to 5:00 p.m. weekdays) and emergency/holiday hours but will not be used for award evaluation. Written questions are due by May 22, 2026, with responses anticipated on June 12, 2026; qualifications submissions are due June 26, 2026, at 2:00 p.m. via the Euna Procurement (Bonfire) portal. A public scoring meeting is scheduled for July 22, 2026, at 10:00 a.m., with anticipated contract award and City Commission approval in August 2026.

The local vendor preference of five points is available for firms maintaining a permanent place of business with full-time employees in Leon, Wakulla, Gadsden, or Jefferson County for at least six months prior to submission; no other set-asides or restrictions for disadvantaged enterprises are noted in the solicitation documents. The resulting contract will have a three-year initial term with three optional one-year renewal periods, for a total potential contract duration of six years beginning in August 2026. Contractors must maintain 24/7 emergency availability with a four-hour response time and must carry commercial general liability insurance of $1,000,000 per occurrence, business automobile liability of $1,000,000 per accident, and appropriate workers' compensation coverage. The City does not guarantee minimum work amounts or compensation to awarded firms, and single projects cannot exceed $100,000 unless approved as an exception for emergency situations or when determined to be in the City's best interest; projects valued under $10,000 allow departments to select any contractor, projects between $10,000 and $50,000 require quotes from a minimum of three awarded contractors, and projects between $50,000 and $100,000 require quotes from all awarded contractors. Pricing will be negotiated with successful firms for each task order issued, and all work requires a one-year minimum warranty with contractors responsible for all permits, inspections, materials, equipment, and labor costs. No incumbent vendor information or existing infrastructure integration requirements are identified in the procurement documents.
