About this file
This is a Labor Rates Form (Form 12) for RFP-042-26-CC Citywide Electrical Services issued by the City of Tallahassee, Florida. The form requires respondents to provide hourly labor rates for electrical services across multiple skill levels and work schedules. The labor categories include Entry Level Electrical Apprentice Helper, Skilled Level Journeyman Electrician, Maintenance Electrician, Service Electrician, Master Advanced/Supervisory Master Electrician, Lead Electrician/Lead Journeyman, Foreman, General Foreman, and Management Electrical Contractor. Respondents must submit separate hourly rates for regular business hours (8:00 am to 5:00 pm on weekdays, excluding City holidays) and emergency hours/holidays (any time outside regular business hours). The resulting contract will incorporate the awarded vendor's rates, though these rates will not be evaluated as part of the award criteria.
All hourly rates must be inclusive of associated labor costs including wages, benefits, overhead, and other labor-related costs. Respondents must certify compliance with independent pricing requirements, confirming that prices were determined independently without consultation with competitors, will not be disclosed to competitors prior to the quote deadline, and that no inducements have been made to restrict competition. The certification also requires that all quotes be itemized with pricing for each listed item or service, and that any overhead or profit be incorporated into unit or line-item pricing rather than submitted as separate percentage markups. The City maintains a typical holiday schedule that includes New Year's Day, Martin Luther King Jr. Day, Emancipation Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Election Day, Thanksgiving Day, the day after Thanksgiving, and Christmas Day.
