About this opportunity
The City of Meriden, Connecticut is requesting bids on concrete sidewalk, curb, and pedestrian ramp construction on Harvard Avenue from Lambert Avenue to Hamilton Street under ITB B027-14, with bids due October 2, 2026 at 11:00 a.m. and questions due September 25, 2026 at 4:00 p.m. A local preference provision allows City-based businesses with bids within 10 percent of the low bid to match the lowest bid and receive award preference.
The scope comprises approximately 10,000 square feet of concrete sidewalk, 3,050 square feet of driveway aprons, 2,000 linear feet of cast-in-place concrete curbing (pre-cast curbing is prohibited), and 600 square feet of ADA-compliant pedestrian ramps. The project is divided into two sections: Section A from Lambert Avenue to Bradley Avenue, and Section B from Bradley Avenue to Hamilton Street. Bidders must demonstrate sufficient dedicated resources, including at least one sidewalk crew (backhoe with operator, dump truck with operator, and laborer) capable of working 40 hours per week for the project duration. State of Connecticut prevailing wage rates apply. Electronic bids must be submitted via the City eProcurement Portal; the City is exempt from federal excise taxes and Connecticut sales and use taxes, which shall not be included in bid prices.
The City reserves the right to award one or both sections based on available funding. Bidders must submit a 10 percent bid bond; the successful bidder must provide Labor and Material Payment Bonds and Performance Bonds for 100 percent of the contract price. Liquidated damages are $500 per calendar day for delays. Progress payments will be made with 5 percent retainage, and final payment occurs not less than 30 days following project completion. All quantities are approximate and subject to adjustment based on actual field conditions. Contact Susan Martel, Procurement Officer, at 203-630-4115 or smartel@meridenct.gov.
