Key deliverables include a complete inventory of service line materials, documentation using a web-based inventory program, and full site restoration, including pavement cutting and repair where necessary. Sealed bids will be received at City Hall until 2:00 p.m. EST on June 24, 2025, with the field inventory to be completed by December 31, 2025. Contractors must meet comprehensive insurance requirements, including workers' compensation, liability insurance, and performance bonds. The project is partially funded through the Georgia Environmental Finance Authority (GEFA), which imposes additional supplemental general conditions on the contract. Contractors will be required to submit unit pricing for service line inventory on a per-meter location basis, with separate pricing for pavement cutting and repairs. While no specific total project budget is explicitly stated, the scope covers approximately 680 service connections across the City of Sparta. The procurement appears open to qualified environmental services, infrastructure investigation, and utility mapping contractors with experience in water service line inventories and compliance with EPA regulatory requirements. Contractors will need to demonstrate technical capability to perform detailed field investigations, material identification, and comprehensive documentation of water service line infrastructure.
