About this opportunity

The City of Newark, New Jersey, Department of Health and Community Wellness, Office of Homeless Services is requesting proposals for Emergency Solutions Grant (ESG) program services for program year 2026–2027, with proposals due August 31, 2026 at 10:30 a.m. via the City's electronic procurement portal.

The RFP solicits proposals across three eligible activity categories: Rapid Re-Housing, Homelessness Prevention, and Emergency Shelter services. Organizations must be Newark-based, maintain general liability insurance of $1 million per occurrence and $2 million aggregate with the City listed as additional insured, and participate in the local Homeless Management Information System (HMIS/Foothold). Subrecipients are required to provide a 100 percent match of awarded ESG funds from other sources.

Applicants must submit audited financial statements, IRS Form 990, certificate of insurance, articles of incorporation, three letters of recommendation, federal non-debarment certification, and compliance forms. All submitted materials become City property. Funding is contingent on availability of duly appropriated HUD ESG entitlement funds; subrecipients failing to expend allocated funds at a reasonable rate may have awards reduced or terminated.

Proposals will be evaluated on a 100-point scoring system across 13 criteria: benefit to homeless and at-risk populations, collaboration, cost reasonableness and effectiveness, experience, past performance, and activity management. Contract awards, if made, are effective January 1, 2027 through December 31, 2027 with a one-year term. The City will evaluate proposals and present recommendations to City Council for approval before executing contracts.

Written questions are due August 21, 2026 at 5:00 p.m. A non-mandatory pre-proposal meeting is scheduled for July 29, 2026 at 11:00 a.m. Only electronic proposals submitted via the portal by the deadline will be accepted; the system will not accept submissions after 10:30 a.m. on August 31, 2026.
