About this file
This document is a compliance and certification form package issued by the City of Newark, New Jersey for state and local contract opportunities. The forms establish mandatory requirements for vendors and contractors bidding on City contracts, including those for the Emergency Solutions Grant (ESG) program year 2026-2027. The package requires submission of multiple compliance certifications prior to contract award, with proposals due electronically by August 31, 2026 at 10:30 a.m. through the City's OpenGov e-Procurement Portal. A non-mandatory pre-proposal meeting is scheduled for July 29, 2026 at 11:00 a.m., and written questions must be submitted by August 21, 2026 at 5:00 p.m. Contract awards, if made, are effective January 1, 2027 through December 31, 2027 with a one-year term. The RFP solicits proposals for three eligible activity categories: Rapid Re-Housing, Homelessness Prevention, and Emergency Shelter services, with evaluation conducted on a 100-point scoring system across 13 criteria including benefit to populations served, collaboration, cost effectiveness, experience, and past performance.
Vendors must certify compliance with multiple ordinances and regulations including prohibitions on sweatshop labor (Ordinance 6 PH S&FH 080499), Sudan investment restrictions (Ordinance 6 PH S&F-b112007), and Russia-Belarus and Iran sanctions compliance per New Jersey Treasury lists. Additional mandatory requirements include Equal Employment Opportunity certification under N.J.S.A. 10:5-31, Americans with Disabilities Act compliance, five-year record retention per state law, political contribution disclosure under Newark Ordinance 6PSF-d, and consent to hold prices for up to 60 days if contract award is delayed. Applicants must submit audited financial statements, IRS Form 990, certificate of insurance ($1 million per occurrence/$2 million aggregate with City as additional insured), articles of incorporation, three letters of recommendation, and federal non-debarment certification. Subrecipients must provide 100 percent match funding from other sources, and funding is contingent on availability of duly appropriated HUD ESG entitlement funds. Organizations must be Newark-based and participate in the local Homeless Management Information System (HMIS/Foothold).
