About this opportunity

The City of LaGrange, Georgia is issuing a Request for Proposal (RFP) for Construction Manager at Risk (CMAR) services for the design and construction of a new Service Center facility. The procurement encompasses pre-construction consultation and construction management for approximately 13 acres of development to support the City's Water, Sewer, Gas, and Electric departments. The facility deliverables include an administrative and customer service building, warehouse building, pole barns, vehicle and equipment storage areas, inventory yards designated for each utility department, parking areas, and comprehensive site work including clearing, grading, drainage installation, utilities infrastructure, and paving. The key objective is to provide an integrated service center that consolidates operations and improves efficiency across multiple utility departments. Qualified proposers must demonstrate experience in CMAR project delivery, pre-construction services, and large-scale municipal infrastructure projects. Evaluation criteria will focus on proposal content and the potential for interviews, with selection based on the proposal most advantageous to the Owner. Competitive sealed proposals are due by 2:00 p.m. local time on March 19, 2026, at the City of LaGrange offices located at 200 Ridley Avenue, LaGrange, Georgia 30240. Complete RFP documents are available through https://bidding.bargedesign.com or from the Memphis Reprographics plan room at 901-381-9811.

The RFP does not specify any set-aside designations or restrictions limiting participation to particular classes of contractors or disadvantaged enterprises. No incumbent vendors or current contractors are identified in the procurement documentation. The successful proposer will be required to provide Performance and Payment Bonds in amounts equal to 100 percent of the Guaranteed Maximum Price (GMP) upon execution of the GMP Construction contract, though bonds are not required for pre-construction services. The City of LaGrange reserves the right to reject all proposals and waive irregularities and informalities in the selection process. Proposers are explicitly prohibited from contacting City elected officials, staff, or consultants for the purpose of influencing the selection process, with immediate disqualification as the penalty for violation. The RFP was issued on February 13, 2026, with a proposal deadline of March 19, 2026.
