About this opportunity
The City of Hapeville, Georgia, is requesting sealed proposals for professional planning services to prepare the City's 2027 Comprehensive Plan Update, with proposals due October 5, 2026, and questions due September 23, 2026. Work commences November 1, 2026, with a final draft due July 29, 2027, and City Council adoption anticipated by August 17, 2027.
The scope encompasses five major tasks: evaluating existing plans, completing a market analysis, gathering public input through a minimum of four general public meetings, updating the comprehensive plan document, and delivering final project deliverables. The plan must comply with Georgia Department of Community Affairs Minimum Standards and Procedures for Local Comprehensive Planning. Deliverables include one unbound and ten bound color copies of the final report, a PDF file, a PowerPoint presentation, a five-year implementation plan in Excel format, and all electronic files in native formats with GIS shapefiles.
Proposers must hold current occupational licensure from Georgia or contiguous states, provide proof of professional credentials, and demonstrate four professional references with experience in municipal comprehensive plans submitted to DCA. Professional Liability Insurance of at least $250,000 is required. Completion of Georgia Security and Immigration Compliance Affidavits is mandatory. Seven bound copies of proposals are limited to 22 pages maximum. Proposed contract fees must be broken down by phase or task with personnel identified; the consultant is responsible for all required resources.
Evaluation awards points across eight criteria: understanding and approach (20 points), relevant experience and creativity (20 points), qualifications of project team (20 points), quality and cost control (20 points), past performance (5 points), cost (5 points), planning knowledge (5 points), and technical approach (5 points). Cost is considered but is not the sole determining factor. The City Council makes the final award decision and reserves the right to reject any or all proposals and require written approval of subcontractors before work begins. Contact Adrienne Senter at (404) 669-8269 or asenter@hapeville.org. Proposals are submitted to the City Clerk, 3468 North Fulton Avenue, Hapeville, Georgia 30354.
