About this opportunity
The City of Fort Myers Parks Department is soliciting Request for Proposals (RFP 26-015) from qualified landscape maintenance contractors to provide monthly roadway landscape maintenance services throughout all six city wards. The procurement encompasses 24 annual site visits on a City-provided maintenance calendar, with deliverables including maintenance of traffic with proper signage and safety protocols, trash and debris removal, removal of tree offshoots and suckers, palm tree trimming up to 16 feet in height, pruning and trimming of hedged shrubbery, hand-weeding of landscaped beds, and herbicide application to beds, sidewalks, curbs, and concrete median areas. Contractors must hold current Florida business licenses, have operated under their current company name for a minimum of three consecutive years, maintain good standing with any previous City contracts, and provide evidence of financial capability and qualifications. The evaluation will be conducted in phases, assessing approach to the project (40 points), experience and qualifications (55 points), pricing (5 points), MBE compliance (13 points), and local vendor preference (5 points). All work must comply with OSHA safety regulations, environmental best management practices, and City landscape maintenance standards. A non-mandatory pre-submittal meeting is scheduled for February 17, 2026, at 10:00 AM at City Hall, with the question submission deadline of February 24, 2026, at 2:00 PM. Electronic proposals must be submitted through the OpenGov portal by March 11, 2026, at 2:00 PM, with the selection committee meeting scheduled for March 19, 2026, and City Council approval anticipated for April 6, 2026.
Contractors must maintain comprehensive general liability insurance of $1,000,000 per occurrence, commercial automobile liability of $1,000,000, and workers' compensation coverage. The City's MBE compliance evaluation awards up to 13 points as part of the scoring criteria, and local vendor preference is weighted at 5 points, indicating preference for minority business enterprises and local vendors in the award decision. The contract term is three years with two one-year renewal options, with potential month-to-month extensions thereafter, though the RFP documents do not specify the contract price or budget range for this procurement. Contractors must comply with federal, state, and local procurement regulations, including Federal Highway Administration (FHWA) provisions, Davis-Bacon Act prevailing wage requirements for projects exceeding $2,000, and Contract Work Hours and Safety Standards Act requirements for contracts exceeding $100,000. Pricing must remain firm and include all delivery, installation, and related costs, with the City paying invoices within forty-five days of receipt. The City reserves the right to reject any or all proposals, award to multiple contractors, and terminate the contract with thirty days' notice for convenience or ten days' notice for cause.
