About this opportunity

The City of Dublin, Georgia is soliciting Statements of Qualifications from construction firms to provide Construction Manager at Risk (CM At-Risk) services for the Water Works Building Renovation project in Lamar County. The project involves the comprehensive renovation of a historic Water Works Building originally constructed in two phases (1935 and 1955) with an estimated budget of $1,400,000 to $1,500,000. The scope of work includes roof replacement, concrete structural repairs, window rehabilitation, masonry restoration, HVAC system replacement, stair restoration, and restroom improvements. Qualified firms must demonstrate a bonding capacity of $2,000,000, current contractor's public liability insurance with minimum limits of $1,000,000 per accident and $2,000,000 property damage per accident, valid Georgia contractor licenses, a current ratio of 1.0 or higher, and a Workers' Compensation Experience Modification Rate of 1.2 or less over the past three years. Three to five finalists will be selected based on evaluation criteria that assess firm stability (15%), relevant project experience and qualifications (40%), project suitability (25%), and management plan quality (20%). Statements of Qualifications are due January 30, 2026 at 5:00 PM and must be limited to 50 pages maximum, submitted as two hard copies and one thumb drive to Lord Aeck Sargent (Attn: Karen Gravel) in Atlanta, Georgia; the Selection Committee will identify finalists by February 2, 2026, conduct interviews on February 17, 2026, and complete contract negotiations by February 27, 2026.

The procurement does not indicate specific set-aside designations or restrictions limiting response to particular enterprise categories or disadvantaged business groups. All insurance and bonds must be issued by companies licensed in Georgia with A.M. Best Financial Strength ratings of "A-" or better and Class V or larger to meet minimum qualifications. The contract will be structured as an AIA Document A133 Owner-Construction Manager Agreement utilizing a cost-plus-fee structure with a Guaranteed Maximum Price basis, and finalists will be required to submit detailed fee proposals at their interviews including preconstruction costs, general conditions labor and non-labor costs, and contractor fees. The City will retain 100% of all project cost savings, including contingencies, through substantial completion. Respondents must submit required forms including a Certification Form (Exhibit A), Contractor Affidavit Under O.C.G.A. 13-10-91(b)(1) (Exhibit B), and Disclosure Statement (Exhibit C), with failure to submit the required affidavit resulting in elimination from consideration. An Addendum #1 clarified submission requirements and evaluation procedures, confirming that no mandatory site visit is required, though limited environmental testing may be necessary as part of project scope.
