About this opportunity
The City of Philadelphia is soliciting competitive bids for City Council Uniforms through a Small Order Purchase (SOP) process, identified as Bid #B2626775. This procurement encompasses multiple uniform apparel items including the CORE365 Men's Origin Performance Pique Polo (Style 88181) in 16 color options and sizes ranging from XS to 5XL, Port Authority waterproof jackets (Model J333) with seam-sealed construction and multiple color selections, Port Authority soft shell vests and bomber jackets (Models J325 and J337), and New Era adjustable caps (Model NE201) in five color options. All pricing must be all-inclusive of shipping and freight charges, with no additional costs permitted beyond the bid price. Responsive and responsible bidders must quote all items to be eligible for award consideration; the City reserves the right to award the contract as a whole or by individual line items, whichever serves the City's best interest. Bidders are required to submit samples of the polo shirts to Shirley Threadgill at Philadelphia City Hall, Room 494, 1400 JFK Boulevard, Philadelphia, PA 19107, with self-addressed return packages included for sample materials. The bid submission deadline is April 17, 2026, with quotes remaining valid for 60 days from submission; no modifications to bids are permitted after the bid opening time specified in PHLContracts. The contract term commences April 20, 2026, and runs through April 19, 2027, with optional renewal periods available.
The City of Philadelphia does not impose restrictions limiting bidder eligibility to specific enterprise designations; however, vendors may voluntarily pursue Local Business Enterprise (LBE) certification to claim bid preference under Philadelphia Code Chapter 17-109, provided they obtain certification prior to submission. Bidders are encouraged to submit the optional LGBTQ Applicant Opportunity Data Form to support the City's diversity and inclusion initiatives. All vendors must maintain an executed Consent and Authorization Agreement in their vendor profile on PHLContracts prior to quote submission and must register on the City's eProcurement platform at www.PHLContracts.phila.gov. Contractors selected for award must procure and maintain General Liability Insurance with minimum limits of $500,000 per occurrence, Workers' Compensation Insurance at statutory limits, and Automobile Liability Insurance with minimum limits of $300,000 per occurrence. The total contract value shall not exceed $94,000, subject to annual adjustments based on the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published index, rounded to the nearest thousand dollars. Price increases during renewal periods are capped at four percent annually and must be based on the Consumer Price Index for All Urban Consumers-Philadelphia as published by the U.S. Department of Labor; written notice of any price increase must be submitted at least thirty days prior to contract expiration to Shirley.Threadgill@phila.gov.
