About this file
This is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The document provides a step-by-step guide for vendors submitting quotes on small purchase opportunities with the City of Philadelphia. The checklist encompasses thirteen steps organized across multiple tabs within the PHLContracts system, including General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs. Vendors must complete each step sequentially, beginning with ensuring they are operating in the Seller role rather than Seller Admin role, selecting Local Business Entity (LBE) certification status, entering unit costs for bid items, answering mandatory questions, and reviewing downloadable terms and conditions. The process requires vendors to address all red validation warnings before submission and finalize their quote through the Summary tab on www.PHLContracts.phila.gov.
The checklist mandates that all vendors maintain an executed Consent & Authorization form in their vendor profile prior to quote submission, with no quotes considered without this documentation on file. Additionally, vendors are encouraged to submit an optional LGBTQ Applicant Opportunity Data Form and may attach supplementary documents related to their quote in the Attachments tab. The Local Business Entity (LBE) Program, while not applicable to small order purchases, requires vendors to answer the LBE certification question to proceed. Vendors must save and continue after completing each tab to ensure proper documentation of their responses and avoid losing their work.
