About this opportunity

The City of Murfreesboro, Tennessee is requesting proposals for collection agency services to manage delinquent accounts receivable from multiple city departments under RFCSP-42-2026, with proposals due July 7, 2026 at 2:00 p.m. Central Time.

The scope encompasses full-range collection services for delinquent fees, fines, costs, and miscellaneous receivables ($50 to over $5,000); delinquent traffic and misdemeanor citations ($50 to over $500); and Water Resources Department accounts ($5 to over $5,500). The City estimates annual referrals of approximately 14,600 claims totaling $1.768 million from City Court and approximately 1,750 delinquent accounts totaling $250,000 from the Water Resources Department.

Compensation is subject to Tennessee Code Annotated Section 40-24-105(e)(2), which caps collection agency fees for City Court fines and costs at no more than 40 percent of sums collected. Proposers must provide a guaranteed minimum net percentage of collections to be achieved annually. All contractors must maintain comprehensive insurance coverage—workers' compensation, general liability, automobile liability, professional liability, and technology errors and omissions insurance—each with minimum limits of $1,000,000.

The contract term is one year commencing after City Council approval and execution, with termination by the City permissible on thirty days' notice. The City anticipates beginning referrals on or before August 1, 2026.

Award is based on a 100-point scoring system: Firm's Overall Experience, Capabilities, and Performance (25 points); Client References (10 points); Statement of Collection Processes (15 points); Absence of Potential Conflicts and Local Presence (5 points); and separate fee evaluations for miscellaneous and general government receivables (15 points), delinquent police citations (15 points), and Water Resources Department accounts (15 points). Questions are due June 30, 2026. The City reserves the right to select multiple finalists for further evaluation and negotiation.
