About this opportunity
The City of Stonecrest, Georgia, through its Procurement Department, is issuing Construction Invitation to Bid (CITB) No. CITB-0006-26 for a fixed, one-time Pour-In-Place Playground Surface Project at Fairington Park. The procurement seeks a qualified general contractor to remove the existing playground surface and install a new recycled EPDM or ground tire rubber (GTR) surface over a concrete base, covering approximately an 80-foot by 80-foot area (estimated at 4,540 square feet). The contractor must furnish all labor, materials, equipment, personnel, tools, supervision, transportation, and machinery as a complete turnkey project with all-inclusive pricing. Key qualifications include possession of an active Georgia General Contractor's License, a local business tax receipt, and demonstrated completion of at least three similar playground surface projects within the past three years in Georgia; additionally, contractors must provide three project references with at least one from a local, county, state, or federal entity. The contractor must maintain comprehensive insurance coverage including $1,000,000 Commercial General Liability, $1,000,000 Professional Liability, $1,000,000 Business Auto Liability, and Workers' Compensation per Georgia law. Substantial completion is required within 15 calendar days of the Notice to Proceed, with final completion required within 30 calendar days, subject to liquidated damages of $100 per calendar day for delays. Evaluation will be based on the lowest priced responsive and responsible bid; an independent Certified Playground Safety Inspector will audit the installation, and any deficiencies must be corrected at no additional cost within five days. Critical deadlines include a mandatory pre-bid meeting and site visit on Tuesday, April 21, 2026, at 10:30 a.m. at Fairington Park (2831 Fairington Parkway, Stonecrest, GA 30038); written questions must be submitted by 5:00 p.m. on Wednesday, April 29, 2026; the bid bond must be mailed or hand-delivered by 12:00 p.m. on Thursday, April 30, 2026; and electronic bid submissions via Bidnet are due by 3:00 p.m. on Tuesday, May 19, 2026, with bids remaining firm for 120 days following opening.
Contractors may qualify for Small Business Enterprise (SBE), Minority Business Enterprise (MBE), Women Business Enterprise (WBE), or Local business designations and are encouraged to pursue these certifications in accordance with the City's procurement policies. All bidders must comply with drug-free workplace requirements, E-Verify participation mandates, the Georgia Security and Immigration Compliance Act, and certifications regarding scrutinized companies and non-collusion. A bid bond equal to 5 percent of the total bid amount and proof of insurability are required with bid submission, while the successful contractor will be required to furnish a performance and payment bond equal to 100 percent of the contract price and a maintenance bond equal to one-third of the contract price, all issued by corporate sureties authorized to do business in Georgia and appearing on the U.S. Treasury Department's current list. The project is funded through the FY 2026 Tire Products Grant (Project 26-TP-0044-01), and the specific budget or award value is not disclosed in the available solicitation documents; however, the project's fixed cost will be determined by the lowest responsive and responsible bid submitted. No incumbent vendors or current contractors are identified in the documentation. The contractor must provide a one-year warranty on all materials, components, and labor, with any defects corrected at no cost to the City, and contract approval is required from the Stonecrest City Council and the Mayor for this procurement.
