About this opportunity
The City of Pembroke Pines Procurement Department issued a Notice of Intent for a sole-source procurement on January 21, 2026, to acquire a CINT Commander II system for the Pembroke Pines Police Department under authority of City Code Section 35.18(C)(3). The procurement involves the purchase of crisis negotiation and tactical communication equipment, specifically two CINT Commander II command consoles, one satellite package containing networked satellite computers with router and associated equipment, and two 836 Tactical Video Phone 2026a AC-1 systems. The CINT Commander II serves as the primary command console for throw phone and negotiation operations, integrating landline, cellular, and tactical communications with secure MP3 recording, incident logging, personnel tracking, and multi-user networking capabilities for up to 50 computers, including dual headset ports and Bluetooth interfaces with a five-year limited warranty. The 836 Tactical Video Phone systems feature five integrated color cameras with infrared sensitivity and covert microphone capabilities, enabling multi-camera long-distance video transmission up to 2,000 feet with integrated 8-channel DVR recording on 2TB hard drives and five-year limited warranties. Questions regarding this procurement must be submitted by January 28, 2026, with responses and interested vendor submissions due by 2:00 p.m. on February 9, 2026, through the City's supplier portal at https://procurement.opengov.com/portal/pembrokepines/projects/230222. The sole-source justification emphasizes that the CINT Commander II and 836 Tactical Video Phone represent proprietary systems with exclusive CINT software offering a unique combination of capabilities that no competitive alternatives can replicate, including the integration of multi-camera video transmission, covert audio, exclusive interoperability, and secure networked incident management software.
This is an exclusively non-competitive procurement with no set-asides for disadvantaged enterprises or restrictions on organization types; however, the vendor identified in supporting documentation is 836 Technologies Corporation of Missoula, Montana, which maintains exclusive control over distribution and sales, limiting purchases only to military, federal, state, and local law enforcement agencies. The existing infrastructure requiring integration includes the proprietary CINT software platform, originally brought to market in 2006, which features automated dialer and recording, MP3 digital recordings with cyclic redundancy checks, and free lifetime software updates with no licensing fees. Notably, this procurement explicitly states that responses will be considered solely to determine whether a competitive procurement should be conducted in the future and will not be treated as formal proposals, bids, or quotes. The vendor quote dated January 15, 2026, establishes Net 30 payment terms with a three percent monthly late fee if payment is not received within 30 days of shipment, with the quote valid for 60 days from its issuance date. While no specific budget range is disclosed in the public solicitation, the vendor quote provides the financial framework for the procurement, with shipping via FedEx Freight to be determined and local sales tax obligations potentially applicable depending on jurisdiction requirements. Interested vendors must provide clear and convincing documentation of their capabilities to meet or exceed the stated requirements by the February 9, 2026, deadline.
Opportunity text
The proposed contract action is for product or services for which the City of Pembroke Pines intends to negotiate and award with only one source under the authority of the City of Pembroke Pines Code Section 35.18 (C) (3) City standard, single-source and sole-source commodities or services. Any responses received as a result of this Notice of Intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses will not be considered as proposals, bids, or quotes.
The Procurement Department has received a request to make the following sole-source procurement:
Requesting Department/Office: Police
Product and/or services to be purchased: The CINT Commander is the command console which is the main component for the throw phone and negotiations.
Sole Source Justification: The 836 Tactical Video Phone™ and CINT Commander II™ are proprietary crisis negotiation and throw phone command systems that uniquely integrates landline, cellular, and tactical communications with secure recording, incident logging, personnel tracking, and multi-user networking through exclusive CINT software. While other products offer limited negotiation or communication capabilities, none provide the same combination of multi-camera long-distance video transmission, integrated covert audio, exclusive interoperability between systems, and secure, networked incident management software. Due to its specialized design and proprietary software, the CINT Commander II is the only product known to meet all operational requirements, justifying a sole source purchase.
Action To Be Taken: No action is required if you agree this proposed purchase is a valid sole-source. If you do not agree that this proposed purchase is a sole-source, you may respond by submitting in writing through OpenGov with the vendor's name, address, point-of-contact, telephone number, email, and a statement regarding the capability to provide the specified procurement. Interested vendors will be considered only if they respond with clear and convincing documentation that they are capable of meeting or exceeding the requirements stated herein. All responses received by 2:00 pm on Monday, February 9, 2026 will be reviewed by the City. All responses must be submitted electronically at https://procurement.opengov.com/portal/pembrokepines/projects/230222.
