About this file

This is a sole-source justification letter from 836 Technologies to the Pembroke Pines Police Department in Florida regarding the procurement of the CINT Commander II crisis negotiation system and 836 Tactical Video Phone. The Pembroke Pines Police Department is seeking to procure the CINT Commander II, which serves as the primary command console for integrated throw phone and negotiation operations. The CINT Commander II is a proprietary crisis negotiation and command system that integrates landline, cellular, and tactical communications with secure recording, incident logging, personnel tracking, and multi-user networking capabilities. The 836 Tactical Video Phone features five high-resolution color video cameras with infrared sensitivity, covert microphone capabilities, and the ability to transmit video feeds up to 2,000 feet, functioning exclusively with the CINT Commander II system. The letter, dated January 20, 2026, and prepared by Jamie Chen on behalf of 836 Technologies, establishes the technical and operational justification for the sole-source procurement under the City of Pembroke Pines Code Section 35.18(C)(3).

The sole-source justification emphasizes that the CINT Commander II and 836 Tactical Video Phone represent proprietary systems with no competitive alternatives offering the same integrated combination of multi-camera long-distance video transmission, covert audio integration, and networked incident management software. 836 Technologies maintains exclusive control over the distribution and support of these systems, restricting sales only to military, federal, state, and local law enforcement agencies and prohibiting third-party vendors from marketing or reselling the products. The company highlights that its original software was brought to market in 2006 and has not been duplicated or reverse-engineered by competitors due to proprietary trade secrets and security protocols. The system includes unique features such as automated dialer and recording, MP3 digital recordings with cyclic redundancy checks, networked access for up to 50 computers, and free lifetime software updates with no licensing fees. Purchases can only be made directly through 836 Technologies at 844-239-7109 or through their Missoula, Montana headquarters.

Jamie Chen, 01/20/2026 Pembroke Pines Police Department

Hello, this letter is regarding the 836 Tactical Video Phone™ and the CINT Commander II™, which were developed by our company. The 836 Tactical Video Phone™ has features which make it unlike any other throw phone system on the market. This system has a highly sensitive 836 designed covert microphone, which has a wide spectrum of audio. The covert mic allows you to clearly hear and identify faint background noises. An integrated digital speakerphone includes adjustable audio settings.

The 836 Tactical Video Phone has five streaming high resolution color video cameras, with the ability to view and record all five cameras simultaneously. Our system also incorporates a custom-made data cable which is capable of sending all five color video feeds in excess of 3000 feet. The 836 Tactical Video Phone does not require any additional power sources other than the main power cable located at the tactical control console. The 836 Tactical Video Phone has the ability to send live video feeds through a gateway connection to cell phones, tablets, and laptops. The system will also accept three additional audio/video inputs to simultaneously display and record the video along with the Tactical Phone video feeds. Our system is also the only throw phone designed to work with the CINT Commander II control console. There are no other throw phones available that contain these characteristics.

The CINT Commander II is the only system in the world which is designed specifically for crisis situations that interfaces with a computer to log, track, and record all aspects of a critical incident.

Our system allows communication via landline, cell phone, and tactical phones to negotiate with the person(s) in crisis. The CINT Commander II networks via proprietary software with up to 50 computers, which are able to take active roles during negotiations. Live audio, live video, and live updates to all files are available to all computers on the network.

The CINT Commander System is the only negotiation system that utilizes software that will allow incidents to be securely downloaded, provides cyclic redundancy checks on all digital recordings, and provides evidence review software that can be securely downloaded and encrypted. In addition, our system is the only negotiation system that utilizes the CINT Satellite Software for Satellite computers. This allows an agency to share information, audio, and video live via a local area network (wired or wireless).

Our original software for the CINT Commander System was brought to market in 2006 after several years of development. Since that time there have not been any companies who have developed, manufactured, or offered for sale a system that could even be considered similar to the CINT Commander and CINT Commander II Systems. Our system is proprietary and uses numerous trade secrets and security protocols which have prevented reverse engineering of our hardware and software.

The following list of special features are unique to the CINT Commander II System. No other system on the market is available with these features.

CINT Commander II Special Features:

• Automated dialer and recording features

• MP3 digital recordings

• Instant play back of audio even while continuing to record

• Secure means of saving data and audio to CDs or DVDs for evidence with Cyclic Redundancy Check (CRC) file information including date and time stamps for evidentiary purposes

• User friendly computer interface automatically writes the report as the incident unfolds

• Easily connect up 50 computers via a local area network to enter information and review audio files at remote locations

• Records management capabilities allow for the input and maintenance of all involved parties including photos. Database that maintains ongoing records and contacts of all involved parties from previous incidents

• NOC Communications allow team members outside of the NOC to send instant messages, sticky notes, and voice chat with the primary negotiator

• Instantly update your administrators and tactical team of command decisions via the CINT Satellite administration window

• The system can be used as a pretext phone call device for detectives

• All software updates are available free for life

• No licensing fees

• Dual inputs for two negotiators to talk at the same time

• Third Party Intermediary (TPI) input

• Full integrated text negotiations and logging capabilities with up to four subjects per incident

• Remote text intel integration from an unlimited number of officers or intel personnel

Due to the sensitive nature of the 836 Tactical Video Phone™ and the CINT Commander II™, they are only available for purchase to military, federal, state, and local law enforcement agencies. We do not allow outside vendors to market or sell this system. In order to keep control over who obtains the 836 Tactical Video Phone™ and the CINT Commander II™, and in order to provide the best support possible to our clients, purchases can only be made through 836 Technologies.

We ask that you accept this sole source product notification for the 836 Tactical Video Phone™ and the CINT Commander II™, however if your agency has a specific sole source document that you require, I would be happy to complete that for you. If you would like any additional information, please do not hesitate to contact me.
