About this file

This is a Notice of Intent to Award a Sole Source Procurement issued by the City of Pembroke Pines Procurement Department in Florida for the purchase of a CINT Commander system for the Pembroke Pines Police Department. The CINT Commander is a command console that serves as the main component for crisis negotiation and throw phone operations. The solicitation was issued on Wednesday, January 21, 2026, with questions due by Wednesday, January 28, 2026, and the bid submission deadline set for Monday, February 9, 2026. Responses must be submitted electronically through the City's supplier portal at https://procurement.opengov.com/portal/pembrokepines/projects/230222. This is explicitly noted as not a competitive bid, and any responses received will be considered solely to determine whether a competitive procurement should be conducted in the future.

The City of Pembroke Pines is seeking the CINT Commander II under sole source authority pursuant to City Code Section 35.18(C)(3), which allows for single-source and sole-source commodity purchases. The justification for sole sourcing cites the proprietary nature of the 836 Tactical Video Phone and CINT Commander II systems, which uniquely integrate landline, cellular, and tactical communications with secure recording, incident logging, personnel tracking, and multi-user networking through exclusive CINT software. The City asserts that no other products provide the same combination of multi-camera long-distance video transmission, integrated covert audio, exclusive interoperability between systems, and secure networked incident management software. Interested vendors who believe they can meet or exceed the stated requirements may submit responses with clear and convincing documentation of their capabilities, with all responses due by 2:00 p.m. on Monday, February 9, 2026.

Notice of Intent to Award a Sole Source Procurement

NTSS # PD-NTSS-26-01

CINT Commander for Pembroke Pines Police

THIS IS NOT A COMPETITIVE BID

The proposed contract action is for product or services for which the City of Pembroke Pines intends to negotiate and award with only one source under the authority of the City of Pembroke Pines Code

Section 35.18 (C) (3) City standard, single-source and sole-source commodities or services. Any responses received as a result of this Notice of Intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses will not be considered as proposals, bids, or quotes.

The Procurement Department has received a request to make the following sole-source procurement:

Requesting Department/Office: Police

Product and/or services to be purchased: The CINT Commander is the command console which is the main component for the throw phone and negotiations.

Sole Source Justification: The 836 Tactical Video Phone™ and CINT Commander II™ are proprietary crisis negotiation and throw phone command systems that uniquely integrates landline, cellular, and tactical communications with secure recording, incident logging, personnel tracking, and multi-user networking through exclusive CINT software. While other products offer limited negotiation or communication capabilities, none provide the same combination of multi-camera long-distance video transmission, integrated covert audio, exclusive interoperability between systems, and secure, networked incident management software. Due to its specialized design and proprietary software, the CINT Commander II is the only product known to meet all operational requirements, justifying a sole source purchase.

Action To Be Taken: No action is required if you agree this proposed purchase is a valid sole-source. If you do not agree that this proposed purchase is a sole-source, you may respond by submitting in writing through OpenGov with the vendor’s name, address, point-of-contact, telephone number, email, and a statement regarding the capability to provide the specified procurement. Interested vendors will be considered only if they respond with clear and convincing documentation that they are capable of meeting or exceeding the requirements stated herein. All responses received by 2:00 pm on Monday, February 9, 2026 will be reviewed by the City. All responses must be submitted electronically at https://procurement.opengov.com/portal/pembrokepines/projects/230222.
