About this opportunity
The California Highway Patrol is soliciting bids under IFB 26C811000 for HVAC maintenance at its Inland Division Air Operations facility in Apple Valley, with a mandatory walk-through on October 29, 2026 and bids due November 10, 2026. Attendance at the walk-through is required for bid eligibility. The solicitation offers four preferences rather than set-asides: Small/Micro Business Preference, Non-Small Business Subcontractor Preference, Disabled Veteran Business Enterprise (DVBE) Incentive, and Nonprofit Veteran Service Agency (NVSA) Small Business Preference, each up to 5 percent. Combined adjustments cannot exceed 10 percent or $100,000, whichever is less. The DVBE participation requirement is waived.
Bidders must hold a valid California C-20 Warm-Air Heating, Ventilating and Air-Conditioning Contractor license, maintain current business licensure, and hold active DIR registration. The work is public works subject to prevailing wage and DIR compliance monitoring. Bidders must also provide liability insurance and a Certificate of Insurance before execution, and must comply with Title 24, Part 6 filter replacement and installation regulations.
The scope covers quarterly HVAC maintenance across 15 equipment items, including Carrier condensing units and fan coil units, Reznor gas heaters, swamp coolers, an air compressor, portable cooling units, and a water purifier. Bidders estimate 12 quarterly services over the term. Services include monthly evaporative swamp cooler maintenance from May through September and semi-annual and annual water dispenser maintenance. Work occurs Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding state holidays. The contractor must inspect the facility within 30 days of execution and keep logbooks signed by the contractor and CHP on-site contacts. Miscellaneous repairs are not funded under this contract. Addendum 1 lists all service-category pricing as "TBD Upon Award," while the bid form requires clear rates for each service interval.
The state intends to award a single agreement to the lowest responsive and responsible bidder. The anticipated term runs three years, from January 1, 2027 through December 31, 2029, with CHP reserving the right to extend. Invoices are submitted quarterly and paid in arrears under the Prompt Payment Clause. The agreement is subject to budget appropriation and cancellation if funding becomes unavailable. Bid opening occurs November 10, 2026 at 11:15 a.m., following a bid due time of 11:00 a.m. Bid materials are public records under the California Public Records Act.
