About this opportunity

The California Highway Patrol Communications Infrastructure & Support Section is issuing an RFI for artificial intelligence solutions supporting public safety communications, with responses due June 30, 2026 at 5:00 p.m. Pacific Time. This is a market-research solicitation; RFI responses will not result in contract awards but may lead to invitations for demonstrations in July 2026 and pilots from September 2026 through August 2027.

The scope covers AI-based solutions capable of automating or assisting dispatcher responsibilities within CHP's 24 Public Safety Answering Points, including non-emergency call handling, multilingual communication, real-time call and radio-traffic transcription and summarization, and intelligent call routing to live dispatchers. The platform must support up to 1,500 total users with role-based access and integrate with existing Central Square Computer Aided Dispatch, Motorola Vesta 9-1-1 call handling, Rapid Deploy Text-to-9-1-1, and InterTalk radio consoles. All solutions must be Criminal Justice Information Systems compliant and satisfy California state policies on responsible AI adoption, including transparency, accountability, privacy protections, and meaningful human oversight.

Respondents must submit Attachment A (Vendor Profile), Attachment B (Questionnaire), Attachment C (Rough Order of Magnitude Cost Estimate), and Attachment D (SIMM 5305-F Generative Artificial Intelligence Risk Assessment). Questions are due June 14, 2026 at 12:00 p.m. PT to CCSS@chp.ca.gov. Selected respondents will be invited to demonstration days July 20–31, 2026, followed by 90-calendar-day pilots at no cost to the State, scheduled in three blocks: September 1–November 30, 2026; January 18–April 18, 2027; and May 17–August 15, 2027. The RFI addresses CHP's staffing constraints across communications centers that processed approximately 2.9 million 9-1-1 calls and 893,000 administrative calls in 2025. Responses become public records under the California Public Records Act; vendors must not include proprietary information and must agree to delete all data collected during demonstrations and pilots upon conclusion.

Opportunity text

This RFI will aid the CHP in identifying potential software solutions available to meet the objectives of CISS. Once RFI responses are received, they will be reviewed by the CHP. Invitations may be sent to respondents to participate in demonstrations and pilots and will be based on the completeness and relevance of the RFI response.
