About this opportunity

The California Military Department's Office of the Adjutant General is seeking a contractor to perform Chorro Creek Bog Thistle Monitoring services at Camp San Luis Obispo, located at 10 Sonoma Ave. Bldg. 1402, San Luis Obispo, CA 93405. The procurement is an Invitation for Bid (IFB) for comprehensive environmental monitoring services, specifically focused on surveying the endangered Chorro Creek Bog Thistle population. The contract will run for 18 months, from approximately September 30, 2025, through March 29, 2027. Required deliverables include three seasonal monitoring events, comprehensive data collection, habitat surveys, pest monitoring, digital photography, and annual monitoring reports with GIS shapefiles, raw field data, and a CNDDB spreadsheet. Bidders must have qualified botanical field surveyors with at least two years of experience in botanical surveys, knowledge of plant taxonomy, and familiarity with regional plant communities. Key evaluation criteria include responsiveness and being the lowest bidder. All questions regarding the IFB must be submitted to Christopher Russell at Bids@cmd.ca.gov no later than 11:00 AM on September 8, 2025, with the bid opening scheduled for September 15, 2025, at 11:00 AM.

While the Military Department has waived Disabled Veteran Business Enterprise (DVBE) participation requirements for this contract, contractors are still encouraged to include DVBE subcontractors. The contract will be awarded to the lowest responsive bid from a qualified, responsible bidder, with potential small business preference considerations. No specific budget range was explicitly stated, but funding is contingent on the passage and approval of the State Budget for each fiscal year. Contractors must provide all necessary personnel, labor, materials, and equipment to complete the monitoring tasks. A pre-field work meeting must be attended in-person, while coordination meetings can occur via telephone. Invoicing may be conducted monthly and is tied to specific task items in the Scope of Work. No soil analysis is required, and collecting voucher specimens is not mandatory. Past Chorro Creek Bog Thistle monitoring reports dating back 10+ years are available for review, and there are no protected tribal or cultural resources requiring special protocols.
