About this file
This document is Addendum 1 to an Invitation for Bid (IFB) issued by the California Military Department's Office of the Adjutant General for Chorro Creek Bog Thistle Monitoring at Camp San Luis Obispo. The project involves comprehensive environmental monitoring, including bog thistle surveys, native and invasive plant inventories, habitat assessments, and site condition evaluations. The bid is due by 11:00am local time on September 15th, 2025, with contractors required to coordinate site access through CMD Environmental (ENV) and Range Operations. The scope requires submission of draft and final annual monitoring reports, GIS deliverables including shapefiles (in NAD 83), raw field data, photos, and a CNDDB spreadsheet, with at least one qualified biologist needed for the project.
The addendum provides detailed clarifications about project requirements, including flexible survey timelines, metric measurement standards, and specific reporting expectations. Invoicing may occur monthly and is tied to specific task items in the Scope of Work (SOW). No soil analysis is required, and collecting voucher specimens is not mandatory. Past CCBT monitoring reports dating back 10+ years are available for review, and there are no protected tribal or cultural resources requiring special protocols. The pre-field work meeting must be attended in-person, while the coordination meeting can occur via telephone. Contractors have some flexibility in adjusting site visit frequency based on conditions like drought, but seasonal deadlines remain fixed.

Subject: Addendum 1 to Invitation for Bid, Event #36548 Chorro Creek Bog Thistle Monitoring Camp San Luis Obispo, San Luis Obispo, California
The following changes to the Invitation for Bid (IFB) have been made and shall be part of the contract document issued from this solicitation:
The following are the questions and answers submitted for this solicitation:
1. Does the State anticipate that contractors will need to coordinate access with Camp San Luis Obispo staff for each field visit, and if so, what is the process for securing entry?
Yes. Each site visit needs to be coordinated. The Contractor will reach out to CMD Environmental (ENV) with proposed days/times for each site visit. ENV will then contact Range Operations to deconflict with training events. If the site is inaccessible for the proposed days/times, ENV will contact the Contractor to coordinate site access for alternate dates. See page 9 of SOW.
2. Will the locations for the photo points be provided and how will they be provided-by shapefile or kmz?
Yes. Via Shapefile.
3. What are the reporting deliverable expectations (e.g., interim reports, annual reports, final report), and in what format should they be submitted?
The SOW includes a draft and final annual monitoring report deliverable and updated monitoring protocol, to be submitted in word and PDF format. See pages 6-7 in the SOW.
4. Does the scope include GIS deliverables (maps, shapefiles, geodatabases), and are there specific formatting or metadata requirements (e.g., NAD83 vs WGS84)?
Yes, maps and shapefiles (NAD 83) shall be submitted. See pages 7 and 9 of the SOW.
5. How many biologists are expected to be listed under the Statement of Qualifications to meet minimum requirements for this project?
At least one.
6. Will monitoring of other sensitive species or habitats at the project site be required in addition to the bog thistle surveys, or is the scope strictly limited to bog thistle monitoring?
Monitoring will also include an inventory of native and invasive plants found at the site and an assessment of Chorro Creek bog thistle habitat to include signs of site disturbance (erosion, animal disturbance, etc), site hydrology, and an assessment of fence, sign, and monitoring monuments conditions. See Task 3 in the SOW.
7. Will the contractor be required to attend in-person meetings at Camp San Luis Obispo or Rancho Cordova, or are remote initial and progress meetings acceptable?
The coordination meeting may occur via telephone. The pre-field work meeting is in person. See page 2 in the SOW.
8. Does the State require raw field data submission along with final reports, or only compiled/summary data?
Submittal of raw field data, photos, and GIS data is required as well as compilation of relevant data on a CNDDB spreadsheet. See pages 7 and 9 of the SOW.
9. Is the Pre-Field Work Meeting necessary to attend in-person?
Yes. See page 2 in the SOW.
10. Is there flexibility in monitoring deadlines if severe weather occurs?
Specific survey timelines are flexible, but seasonal deadlines are not flexible. See page 2 of SOW.
11. What is the payment schedule; are payments tied to specific or intervallic deliverables?
Invoicing may occur on a monthly schedule and is tied to specific task items as identified in the SOW.
12. How are potentially delayed site visits documented without violating reporting deadlines?
There is a window of opportunity within each seasonal monitoring event so delayed site visits can be easily rescheduled and should have no impact on the annual reporting deadline.
13. The old protocol lists vouchering unrecorded invasive taxa; will this be a requirement implemented in this project or within the requisite new CCBT protocol?
Collecting voucher specimens is not required for this survey effort. The new CCBT protocol may include vouchering if it is recommended by the qualified biologist.
14. Can we adjust site visit frequency if drought conditions alter floral phenology?
Yes.
15. Are deliverable morphometric measurements required in standard or imperial units?
Use the metric system.
16. What is the maximum allowance of GPS and/or transect occurrence deviation distance when avoiding sensitive fauna?
There should be no deviation of transects. If sensitive fauna are observed in the survey area, CMD ENV office will be contacted for guidance.
17. Are historical Chorro Creek sedimentation and hydrology studies available to contextualize historical site conditions?
Past CCBT monitoring reports dating back 10+ years are available for review.
18. Will macroscopic soil analysis and sampling be in accordance with Munsell charting or alternate protocol? What further soil analysis methodologies will be necessary?
No soil analysis or sampling is required as part of this project.
19. Are there protected tribal or cultural resources nearby that requiring special protocols?
No.
The bid opening time remains the same. All bids must be submitted to the Contracting Office no later than 11:00am local time on September 15th, 2025.
ALL OTHER CONDITIONS REMAIN THE SAME
Contractor is required to sign this document and return it with their Proposal Form to this office. Bids received without the signed Addendum may be determined as non-responsive by the Contracting Officer and may be cause for the rejection of your bid.
