The selected contractor will be responsible for providing door-to-door, demand-responsive transportation services seven days a week, with operating hours from 5:00 AM to 7:00 PM on weekdays and 6:30 AM to 4:30 PM on weekends and holidays. Key requirements include maintaining a minimum of eight accessible vehicles, operating a centralized dispatch office staffed 14 hours daily, and achieving a minimum efficiency standard of 4.1 trips per hour. The total annual budget for the contract is approximately $440,000, derived from local, state, and federal funds, with the current hourly service rate at $28.64. Proposers may utilize independent contractor drivers in addition to employees, provided they meet all RFP requirements, including compliance with Federal Transit Administration (FTA), state, and local regulations. The contract is funded in part with federal transit operating funds totaling $158,396 under Section 5307, requiring adherence to FTA regulations, including drug and alcohol testing, civil rights requirements, and DBE participation guidelines. The contractor must maintain comprehensive insurance coverage with minimum combined single limits of $1,000,000 and provide all operational services, including vehicle maintenance, driver training, and monthly reporting of ridership, revenue, and operational statistics.
