About this file
This is an Addendum #1 to a Request for Proposal issued by the City of Chippewa Falls, Wisconsin for Shared Ride Taxi (SRT) services covering the 2021-2025 contract period. The addendum, dated August 10, 2020, addresses bidder questions and clarifications regarding the RFP requirements. The proposal submission deadline is August 24, 2020 at 3:00 p.m. The City seeks a service provider to operate and manage all aspects of the shared ride taxi program, which serves approximately eleven square miles within the city limits and provides transportation for transit-dependent persons and the general public. The service area is restricted to the corporate city limits of Chippewa Falls. Eight accessible Dodge Caravans (ranging from 2016 to 2019 models) are available for lease from the municipality, with conditions ranging from excellent to poor. Proposers must acknowledge receipt of Addendum #1 by signing and dating the addendum and submitting it with their proposal to be deemed responsive. Digital signatures via DocuSign are acceptable, though proposals must be submitted in physical form, not via email.
The total annual budget for the contract is approximately $440,000, derived from local, state, and federal funds combined. The current hourly rate under the 2020 service contract is $28.64. Service providers must maintain an efficiency standard of 4.1 trips per hour, monitored monthly and annually. Proposers may use independent contractor drivers in addition to employees, provided they meet all RFP requirements, including accepting phone-based ride requests, maintaining appropriate insurance, and ensuring drivers comply with FTA, state, and local regulations, including random drug testing and safety training. The City does not require drivers to be employees. Ridership data from February 2020 indicates monthly demand of 5,234 total trips across four fare categories: reduced-fare (1,838 trips), adult (1,860 trips), student (680 trips), and agency (856 trips). DBE participation shall not influence scoring criteria. Technology innovations that maximize ride-sharing and reduce vehicle miles traveled are welcomed, provided all stated service requirements are met, including mobile applications as supplementary booking options alongside phone and pre-scheduled reservations.

Addendum #1 to: Chippewa Falls SRT 2021-2025 Response to Questions on RFP, received on or before August 7, 2020
Q1: The RFP mentions that there is equipment available for lease from the municipality. Would you please provide the list of equipment available for lease?
A1: The equipment available for lease includes 8 accessible minivans, details attached in Table A.
Q2: Could you please share the current hourly rate that is paid on the Shared Ride contract?
A2: The hourly rate under the 2020 service contract is $28.64.
Q3: Can the City please provide an estimate of the total budget available for this contract, including state and local funding?
A3: The total annual budget for the Chippewa Falls SRT contract is approximately $440,000, including local, state, and federal funds.
Q4: To supplement phone booking through a dedicated dispatch line, is the City interested in responses that include a customer-facing mobile application? A mobile app would allow customers to book trips, monitor their trips in real-time, receive notifications about their trip, and provide electronic fare payment. This mobile app could also be made available as a web-based interface accessible on a desktop or laptop.
A4: We are interested in responses that allow for services to our entire customer base; including app-based services if phone and pre-scheduled reservations are also provided. The successful proposer must meet all requirements of this RFP, including the accepting of ride request via phone.
Q5: Is the City open to using non-employee drivers where legal and appropriate? Working with independent contractor drivers allows for more flexibility in the scaling up and down of shift hours to match demand throughout the day. This operating efficiency generally reduces deadhead hours, reducing the costs for the City. Additionally, independent contractor drivers would receive training and oversight in compliance with FTA, state, and local regulations.
A5: The City does not require that drivers be an employee of the proposer. However, the successful proposer must meet all requirements of this RFP, including, but not limited to, the accepting of ride request via phone, and insurance requirements. The proposer must be willing to take on the administrative burden from federal and state public transit requirements. Contracted drivers must submit to random drug testing, must participate in driver trainings to ensure the safety of riders, and be accountable to the proposer and able to meet level of service requirements. Proposers must be able to track and account for any cash paid to its drivers and must ensure that there are a minimum number of contracted drivers available during the service hours listed in this RFP.
Q6: Will DBE participation be considered in the evaluation and scoring criteria? If so:
a. What is the City’s DBE target? and;
b. How will evaluation points be awarded for DBE participation?
A6: DBE participation shall not influence the scoring criteria. Please refer to the evaluation criteria as stated in the RFP.
Q7: In an effort to adhere with CDC guidelines in response to COVID-19, our company has transitioned to a work from home model. Accordingly, will the City accept digital signatures (verified through docusign)?
A7: Yes.
Q8: Considering business closures and shipping delays caused by the COVID-19 pandemic, will the City accept proposal submissions via email?
A8: No. The City will not accept emailed proposals.
Q9: In addition to submitting a completed version of the Offeror Pricing Proposal, can Proposers include a supplementary pricing form that clarifies the cost structure of the proposed solution?
A9: As noted in Part IV – General Proposal Submission Requirements, Part D. of the RFP, “The pricing proposal must be submitted on the form shown in Appendix A, …. The provided pricing sheet should not be modified or altered to present different or additional information than what the form is asking for.”
Also noted in Part IV, “These restrictions are not intended to hamper proposal preparation but to provide uniformity in evaluating responses to this RFP.” Therefore, additional information would not be accepted.
Q10: Is the City interested in technologies that maximize sharing of rides to reduce overall vehicle miles travelled
(VMT) and the number of vehicle revenue hours (VRH) required to deliver demand responsive services?
A10: Yes, other technology options are allowed, provided all the stated service requirements are met.
Q11: Can the City share its targets for service efficiency (rides/vehicle/hour)
A11: Yes, the service provider will be expected to maintain 4.1 trips per hour (monitored on a monthly and annual basis), however, this standard was relaxed during the COVID-19 shutdowns.
Q12: In addition to the number of vehicles/drivers required to provide the services, is the City able to provide ridership data to provide proposers with a more detailed understanding of current demand for the Shared-Ride Taxi Services?
A12: Ridership data is not readily available by hour, but ridership by day for a sample month (February, 2020), prior to any COVID-19 shutdowns, is included in attached Table B.
