About this opportunity
The County of Orange Health Care Agency is soliciting proposals for Children & Youth Full Service Partnership with High Fidelity Wraparound services through a fully electronic Request for Proposal (RFP). The procurement targets two distinct populations: Population A (children ages 0-17 with Serious Emotional Disturbance and youth ages 18-25 with Serious Mental Disorder) and Population B (systems-impacted children and youth with additional involvement in Child Welfare, Probation, or Juvenile Collaborative Courts). Respondents must have a minimum of five years of consecutive experience developing and implementing Full Service Partnership or Wraparound programs and demonstrate the ability to become Medi-Cal certified. The RFP requires electronic submission through the County's eProcurement Portal, with questions due by January 9, 2026, at 4:00 PM and proposals due January 16, 2026, at 4:00 PM. Proposal evaluations are anticipated in January 2026, with interviews for top-ranked firms scheduled for mid-February 2026, and Board of Supervisors approval expected on April 28, 2026. Respondents must submit separate proposals for Population A and/or Population B and verify they are not on any federal or state exclusion lists.
The contract allows for multiple award possibilities, with compensation structured as a Fee-for-Service/Actual Cost contract based on Medi-Cal Specialty Mental Health Services reimbursement rates. Medi-Cal baseline rates range from $37.50 to $124.95 per billable 15-minute unit of service, with additional Behavioral Health Services Act (BHSA) dollars available for flex funds and non-Medi-Cal reimbursable services. Respondents must complete a Homeless Service System Pillars Attestation, selecting and describing their alignment with one of four service pillars: Prevention, Outreach & Supportive Services, Shelter, or Housing. The contract term is anticipated to be three years (July 1, 2026, through June 30, 2029), with renewal contingent upon available funding, contractor performance, and County policies. Administrative costs are limited to 15% of total program costs, and contract awards are subject to sufficient funding from federal, state, and/or county sources. No startup funds are available, and proposals must remain valid for at least 365 calendar days. The County reserves the right to conduct reference checks and past performance evaluations before final award determination.
