About this opportunity
The Maryland Department of Health, Office of Children and Youth with Specific Health Care Needs, is requesting applications for a single award to develop enduring provider education materials across eight clinical domains including Early Hearing Detection and Intervention, Newborn Bloodspot Screening, Critical Congenital Heart Disease screening, Children's Medical Services, Sickle Cell Disease, pediatric to adult health care transition, the medical home model, and family-professional partnerships, with applications due July 23, 2026 at 2:00 p.m. EST (Addendum #1 extended the deadline from July 20).
Eligibility is restricted to social organizations, local government agencies, public colleges, state universities, or 501(c)(3) nonprofit organizations; applicants must provide proof of tax-exempt status and register on eMaryland Marketplace Advantage (eMMA) with a unique SUP number. Applicants must acknowledge receipt of Addendum #1 by signing and dating the acknowledgement form included with the proposal.
The scope requires development of fact sheets on core programs and conditions, asynchronous learning modules on specimen collection and disorder management, training curricula, a comprehensive provider resource guide, and documentation of secured continuing education credits. Deliverables must be disseminated through multiple pathways; continuing education accreditation does not need to be secured prior to application submission. All deliverables become property of the Department and cannot be resold for profit.
The award shall not exceed $225,000 for the fiscal year under a Firm Fixed Price structure. The grant period runs September 1, 2026 through June 30, 2027. Applications must be submitted to eMMA in two separate volumes: Volume I (Project Narrative without pricing) and Volume II (Budget Narrative with pricing only), including a transmittal letter, scope of work, mandatory requirements documentation, staff curricula vitae, and minimum two writing samples (or one asynchronous module in lieu of writing samples). Evaluation criteria prioritize general requirements, planning and collaboration capabilities, specific requirements fulfillment, deliverables quality, and staffing and experience qualifications. Budget narrative will be evaluated on reasonable cost relative to effort described; qualified applicants will be ranked from lowest to highest cost. Questions were due July 13, 2026. A pre-application conference was held June 29, 2026.
