About this file
This document is pre-application conference minutes for a Request for Applications (RFA) issued by the Maryland Department of Health, Office of Children and Youth with Specific Health Care Needs. The conference was held on June 29, 2026, at 1:30 PM via virtual meeting with attendance from seven vendor organizations and two MDH staff members. The RFA seeks a single award to develop enduring, high-quality provider education materials addressing key health domains including Early Hearing Detection and Intervention, Newborn Bloodspot Screening, Critical Congenital Heart Disease screening, Children's Medical Services, Sickle Cell Disease, pediatric to adult health care transition, the medical home model, and family-professional partnerships. The scope of work requires applicants to develop a comprehensive educational program for providers, identify an appropriate platform for asynchronous learning modules, coordinate and execute webinars and asynchronous learning modules, secure applicable enduring continuing education credits, and establish key partnerships for broad material dissemination. Applications were due by July 29, 2026, at 2:00 PM EST, with submission required through the State's e-procurement system, eMMA. The contract period runs from September 1, 2026, through June 30, 2027.
The award shall not exceed $225,000 for the fiscal year under a Firm Fixed Price structure. All applicants must be registered on eMMA (eMaryland Marketplace Advantage) with a unique SUP number and must meet mandatory requirements including being a social organization, local government agency, public college, state university, or 501(c)(3) nonprofit organization. Applicants must provide proof of tax-exempt status with their application. The RFA requires submission in two separate volumes: Volume I containing the Project Narrative (without pricing information) and Volume II containing the Budget Narrative (with pricing information only). Questions regarding the solicitation could be submitted to the Procurement Officer by July 13, 2026, at 2:00 PM EST. The conference minutes indicate that CE accreditation does not need to be secured prior to application submission, and applicants may provide an asynchronous module in lieu of a writing sample. The solicitation was reissued due to the need for amendments.
