About this file

This is a pre-proposal conference presentation for a Request for Applications (RFA) issued by the Maryland Department of Health, Prevention and Health Promotion Administration, specifically the Office of Children and Youth with Specific Health Care Needs (OCYSHCN). The RFA seeks a single awardee to develop and disseminate comprehensive, high-quality provider education materials targeting licensed healthcare professionals across eight key domains: Early Hearing Detection and Intervention (EHDI), Newborn Bloodspot Screening, Critical Congenital Heart Disease (CCHD) screening, Children's Medical Services (CMS), Sickle Cell Disease, pediatric to adult health care transition, the medical home model, and family-professional partnerships. The deliverables include fact sheets on core programs and conditions, asynchronous learning modules on specimen collection and disorder management, training curricula, a comprehensive provider resource guide, and documentation of secured continuing education credits. The grant period runs from September 1, 2026 to June 30, 2027. Applications must be submitted to eMaryland Marketplace Advantage (eMMA) in two parts: a technical proposal and a budget narrative, with components including a transmittal letter, scope of work, mandatory requirements documentation, staff curriculum vitae, minimum two writing samples, budget form, and budget narrative.

Applicants must demonstrate experience in developing enduring educational materials, executing asynchronous learning modules, and disseminating materials through multiple pathways, with preference given to those with such expertise. The selected applicant must designate a project director and fiscal contact, provide staff CVs, and comply with all Americans with Disabilities Act requirements and Maryland Department of Health Office of Communications guidelines. All deliverables become property of the Department and cannot be resold for profit. Evaluation criteria focus on general requirements, planning and collaboration capabilities, specific requirements fulfillment, deliverables quality, and staffing and experience qualifications. The budget narrative will be evaluated based on reasonable cost relative to the time and effort described in the project narrative, with qualified applicants ranked from lowest to highest cost, and the overall most advantageous application recommended for award.
