About this opportunity

The State of Florida Department of Children and Families, Office of Licensing, is requesting proposals for developing, maintaining, and enhancing child care training curriculum modules and competency exams, with proposals due October 13, 2026 and anticipated award on November 30, 2026. Respondents must be a State University or Florida College System institution as defined in Florida Statutes section 1000.21 — this eligibility restriction is decision-flipping and limits the competitive pool to public higher-education entities.

The scope encompasses curriculum development in both online and instructor-led formats; corresponding competency exams for online and in-person administration; management of the Child Care Resource and Information Network (CCRAIN), which contains child care regulations, desk reference guides, management letters, and legal opinions; and ongoing technical support. The contract requires submission of a Project Plan within two weeks of contract start, an initial meeting within three weeks, and quarterly progress reports. Key deliverables include new and revised online courses, instructor-led courses, course adaptations, assessment items, stakeholder feedback session reports, User Acceptance Testing documentation, and course blueprints. Course development pricing varies by length (short 1–3 hours, medium 4–6 hours, long 7–10 hours) and type (new online, new instructor-led, adaptations, revisions). Technical support must maintain 97 percent system performance and security with Priority 1 and 2 incident response times of 15–30 minutes and resolution within one business day.

The contract not-to-exceed amount is $1,995,576 over a two-year term running January 1, 2027 through December 31, 2028, allocated as $498,894 for Fiscal Year 2026-2027 (January 1–June 30, 2027), $997,788 for Fiscal Year 2027-2028, and $498,894 for Fiscal Year 2028-2029 (July 1–December 31, 2028). Payment is structured on a quarterly basis with a fixed-price, unit-cost model. The Department will post answers to written questions by September 22, 2026; questions are due September 14, 2026. Evaluation weighs programmatic criteria (executive overview, core team qualifications, service capability, project approach, prior similar projects) at 200 points and financial scoring at 200 points, with the lowest cost proposal receiving maximum financial points.
